Khanh Hoa agrees to support people who have not registered for permanent or temporary residence affected by floods.

On December 29, the People's Committee of Khanh Hoa province informed about the resolution of difficulties in the process of supporting the recovery of flood consequences in the province.

Accordingly, Vice Chairman of the Provincial People's Committee Trinh Minh Hoang has sent a document to the Department of Finance, agreeing on a support plan for a group of people who have not registered for permanent or temporary residence but actually have a stable house and live in the locality, affected by the severe flood in mid-November 2025.

Accordingly, the People's Committee of Khanh Hoa province agreed to support: People who do not have a permanent or temporary residence registration but are actually living in the locality;

People who have not registered for permanent or temporary residence but live with the same household owner (not eligible for rental), according to Decision No. 2192/QD-UBND dated November 23, 2025.

This is a group of subjects that has not been previously considered for support in the reviews of damage caused by floods.

People in this category must have confirmation from the residential group or the head of the residential group where they are actually living. The Provincial People's Committee assigned the People's Committees of communes and wards to coordinate with the police force to monitor and supervise the implementation process, ensuring honesty, objectivity, and not allowing negativity to arise in payments.

The Department of Finance is assigned specific instructions to localities and advises on additional funding to implement in accordance with legal regulations.

Previously, the People's Committee of Khanh Hoa province added a policy to support 1 million VND/person for people living in boarding houses and houses for rent in flooded areas but have not registered for temporary residence.

The flood from November 16 to 22, 2025 caused widespread flooding across the province, with 100,754 households (359,316 people) affected. By the end of November 2025, natural disasters have killed 22 people and injured 20 people; 89 houses have completely collapsed, 290 houses have been damaged, and housing damage is estimated at about 27.85 billion VND.
