Effective mobilization of resources, promotion of potential and advantages - Driving Ca Mau to develop rapidly and sustainably in the new era

To help readers better understand Ca Mau's determination and strategic solutions in contributing to the overall development of the country in the new development period, Ca Mau Newspaper and Radio and Television interviewed Comrade Nguyen Ho Hai, Provincial Party Secretary, Head of the Ca Mau Provincial Delegation to attend the 14th National Party Congress on the topic: " Mobilizing and effectively using all resources; exploiting potential and advantages, promoting rapid and sustainable economic development; building Ca Mau province to develop quickly and sustainably".

- Can you tell me, Comrade Secretary of the Provincial Party Committee, to successfully implement the Resolution of the 1st Congress of the Ca Mau Provincial Party Committee, term 2025-2030, what solutions does Ca Mau province have to mobilize and effectively use resources?

Comrade Nguyen Ho Hai: The 1st Congress of the Ca Mau Provincial Party Committee, term 2025-2030, is a special historical milestone. This is the first term after merging the province (Bac Lieu and Ca Mau), opening up new development space with new potential and position. To turn the orientations in the Resolution into reality, the Provincial Party Committee determined that the mobilization and effective use of resources is a key factor, of decisive importance.

First, mobilizing financial and investment resources. Quoting the viewpoint of "state capital is the main source of investment, leading and activating all social resources", Ca Mau will focus on promoting administrative reform, improving the investment and business environment to attract strategic investors, large domestic and foreign corporations, especially in the fields of renewable energy, marine economy and logistics infrastructure.

The province will diversify investment forms, especially public-private partnership (PPP) to complete the transport infrastructure system and urban infrastructure. In the use of financial resources, the province thoroughly grasps the principle of "focus, key points, no spreading"; prioritizes public investment capital for inter-regional transport infrastructure projects, climate change response infrastructure and urgent social security projects.

At the same time, strengthen inspection, supervision, prevention and control of corruption, waste and negativity, ensuring that each investment capital brings practical results to the development of the province and the lives of the people.

Second, developing human resources, identifying this as the most valuable resource. In the Resolution of the First National Party Congress, the Provincial Party Committee identified "Breakthrough in Human Resources Development" as one of the three strategic breakthroughs.

The province focuses on building a team of cadres, civil servants, and public employees with innovative thinking, aspiration to contribute and the ability to perform professional public duties. At the same time, implement policies to attract leading talents and experts; cooperate with large training institutions to train high-tech labor resources to meet the new situation.

Third, resources from mechanisms and institutions are identified as ressources of resources. Ca Mau has been actively proposing to the Central Government to allow piloting specific mechanisms and policies to promote the advantages of the southernmost province. The province focuses on institutional breakthroughs, innovation in local law making and enforcement; focusing on removing "bottlenecks" in land procedures, site clearance to speed up the progress of key projects.

Fourth, mobilize resources from the strength of the great national unity bloc. The Central Government has identified the guiding viewpoint for national development: "Handship politics, culture of roadmap, science and orientation, people's implementation". All policies of the Party are only successful when there is consensus and joint efforts of the People. The province will strongly promote the spirit of self-reliance, self-reliance, pride, and confidence, arousing the aspiration to rise up of each Ca Mau people, creating a combined strength to successfully carry out the set goals and tasks.

- How is the exploitation of the province's potential and advantages to promote rapid and sustainable economic development being implemented, comrade?

Comrade Nguyen Ho Hai: Ca Mau after the merger has a natural area of over 7,942 km2, a population of over 2.6 million people, especially a coastline of 310 km, with 3 sides bordering the sea, with a sea area of over 120,000 km2.

To maximize potential, the Resolution of the 1st Provincial Party Congress identifies focusing on 4 strategic pillars: (1) Completing connecting transport infrastructure, especially the expressway system, airports, and seaports to implement economic zones, industrial zones, and clusters with advantages; synchronously developing digital infrastructure. (2) Develop the marine economy: strongly develop renewable energy (especially wind power, towards electricity exports); improve the efficiency of marine exploitation, associated with national sovereignty protection; invest and gradually exploit seaports effectively; develop high value-added processing industry. (3) Developing clean, high-tech agriculture, mainly shrimp and rice; (4) Promoting service - tourism development: Based on existing advantages and historical values, unique cultural identity of the locality. In which:

First, in terms of infrastructure: Speed up the implementation of works and projects and disbursement of public investment capital right from the beginning of the term, take public investment as a guide, activate social investment, promote public-private cooperation; especially important and strategic projects that have had policies and directions from the Central Government and the province according to the plan. Review and remove difficulties and obstacles for each project; especially key and key projects, national target programs. Develop a synchronous and modern transport network according to the dynamic economic corridor (road, water, air, seaport). Invest in transport routes to key areas for economic development, tourism, historical - cultural relics, to the center of communes, inter-communes, associated with the main traffic axes of the province, national highways, expressways... Build infrastructure, irrigation works in a multi-purpose direction, both serving production, transportation, waterway transport, natural disaster prevention and control, and climate change adaptation. There are solutions to overcome the shortage of construction materials (especially sand and stone) to ensure construction progress of works.

Review, adjust, and effectively and synchronously implement construction planning, urban planning, urban development programs, and urban enhancement projects. Mobilize diverse resources to invest in essential works, projects, and infrastructure to ensure urban flooding prevention (in wards: An Xuyen, Tan Thanh, Ly Van Lam, Bac Lieu, Vinh Trach, etc.); renovate and relocate houses along the river; renovate and upgrade essential infrastructure in urban areas. Develop, invest in building infrastructure and increasing the occupancy rate of industrial parks and clusters, associated with urban development; planning, prioritizing land allocation, speeding up the progress of social housing construction and development.

Continue to invest, upgrade, and develop information, communication, digital infrastructure, education, healthcare, etc. to meet development requirements and creative and cultural needs of the people. Develop a shared database, a dedicated data transmission network; deploy unified, safe digital solutions, and connect smoothly from the province to the grassroots. Forming and developing a network of innovation centers; proactively searching for new technologies at home and abroad, cooperating in transferring technology and scientific research results.

Second, developing the marine economy becomes the main growth driver. Determining the sea as a space for sustainable survival and development, the province focuses on investing in completing the seaport system, especially Hon Khoai seaport, to become an international trade gateway. Strongly developing the renewable energy industry (wind power, solar power, green hydrogen energy), liquefied natural gas (LNG) so that Ca Mau can not only be energy-saving but also become a clean energy center of the country, aiming for electricity exports.

In addition, the province promotes the maritime economy, logistics services and exploitation and aquaculture in the direction of industry, high technology associated with deep processing, protection of marine resources and the marine environment.

Third, the big advantage of Ca Mau is shrimp and mangrove forests. The province will focus on developing the shrimp industry value chain on a large scale, applying modern technology, towards a high-end export market. Exploiting economic value under the forest canopy such as: shrimp, forest crab, products under the forest canopy, salinity forest ecotourism, ... in a sustainable direction, adapting to climate change. At the same time, promote the development of rice - shrimp and rice specialization production areas towards ecology, high technology, efficiency, and sustainability. Build a prestigious Ca Mau agricultural product brand in the domestic and international markets.

Fourth, developing tourism becomes a spearhead economic sector. Ca Mau owns national symbolic sites, along with a unique mangrove ecosystem, typically the Ca Mau Cape Ramsar Area with an area of nearly 42,000 hectares. From this advantage, the province focuses on investing in synchronous tourism infrastructure, diversifying the types: eco-tourism, cultural - historical tourism, sea and island resort tourism. In particular, the province will focus on developing tourism products imbued with the cultural identity of river areas, turning Ca Mau into a must-see destination on the Vietnam tourism map.

In the process of exploiting potential and advantages, the province persists in the viewpoint of "Fast development but must be sustainable", absolutely not exchanging the environment for simple economic growth. All investment projects must undergo strict environmental impact screening. The province focuses on a green economy and a circular economy to protect the province's unique biodiversity ecosystem for future generations.

- Can the Provincial Party Secretary please tell us more, what plans and solutions have Ca Mau had to develop quickly and sustainably in the new period after the merger of provinces?

Comrade Nguyen Ho Hai: The 2025-2030 period is the period when Ca Mau must make a strong breakthrough to " confidently enter a new era with the whole country". To do that, in addition to mobilizing resources and exploiting potential, Ca Mau will focus on the following groups of breakthrough solutions:

First, the current key task is to complete and submit to competent authorities for approval to adjust the Ca Mau Provincial Planning for the period 2021-2030, with a vision to 2050 in early 2026, thereby creating a solid legal basis for effective implementation, opening up new development space for the province. After the merger, the planning adjustment is urgent to ensure connectivity, synchronization and unity in the development space. Planning must have a long-term vision but still ensure flexibility, high adaptation to climate change and rising sea levels.

Next, promote the application of science and technology, promote digital transformation and innovation. This is a "short-term solution" to improve labor productivity and competitiveness. The province focuses on building a digital government to better serve people and businesses; developing a digital economy, especially in agriculture and tourism; building a digital society so that people can enjoy modern convenient services. With the Center for Startups and Innovation just put into operation, the province also issued specific mechanisms to encourage and support businesses to promote the application of modern technology in production and business processes.

Third, investment in transport infrastructure is inter-regional. Ca Mau has been coordinating strongly to implement key transport projects: Ca Mau - Dat Mui Expressway (continuing the Can Tho - Ca Mau Expressway has been put into operation), other expressway projects, upgrading Ca Mau Airport, the access road to Hon Khoai General Port, ... to connect with major economic centers. When the transport infrastructure is smooth and investment attraction increases, logistics costs decrease, creating a huge competitive advantage for the province.

Fourth, focus on developing culture and society, improving people's lives. Economic development must go hand in hand with progress and social justice. Ca Mau focuses on investing in education and health care according to Resolution 71.72 of the Politburo, effectively implementing social security policies and sustainable poverty reduction, especially in ethnic minority areas and remote areas, remote areas, and islands. Focus on preserving and promoting the traditional cultural values of the land and people of Ca Mau, considering culture as a spiritual foundation, an endogenous strength for development.

Fifth, ensure national defense - security and political stability. As a strategic southernmost province of the country, Ca Mau always sets the task of protecting the sovereignty of the sea border and maintaining security and order as an important and regular task. Build a solid "people's heart posture", creating a peaceful and stable environment for economic development. Strengthening the building and rectification of the Party and the clean and strong political system. The province focuses on innovating leadership methods, improving the governance capacity and fighting strength of grassroots Party committees and organizations. Build a team of cadres with heart, ability, strength, daring to think, daring to do, daring to take responsibility for the common good.
