Comrade Nguyen Ho Hai: The 1st Congress of the Ca Mau Provincial Party Committee, term 2025-2030, is a special historical milestone. This is the first term after merging the province (Bac Lieu and Ca Mau), opening up new development space with new potential and position. To turn the orientations in the Resolution into reality, the Provincial Party Committee determined that the mobilization and effective use of resources is a key factor, of decisive importance.

First, mobilizing financial and investment resources. Quoting the viewpoint of "state capital is the main source of investment, leading and activating all social resources", Ca Mau will focus on promoting administrative reform, improving the investment and business environment to attract strategic investors, large domestic and foreign corporations, especially in the fields of renewable energy, marine economy and logistics infrastructure.

The province will diversify investment forms, especially public-private partnership (PPP) to complete the transport infrastructure system and urban infrastructure. - How is the exploitation of the province's potential and advantages to promote rapid and sustainable economic development being implemented, comrade?

Comrade Nguyen Ho Hai: Ca Mau after the merger has a natural area of over 7,942 km2, a population of over 2.6 million people, especially a coastline of 310 km, with 3 sides bordering the sea, with a sea area of over 120,000 km2.

To maximize potential, the Resolution of the 1st Provincial Party Congress identifies focusing on 4 strategic pillars: (1) Completing connecting transport infrastructure, especially the expressway system, airports, and seaports to implement economic zones, industrial zones, and clusters with advantages; synchronously developing digital infrastructure. (2) Develop the marine economy: strongly develop renewable energy (especially wind power, towards electricity exports); improve the efficiency of marine exploitation, associated with national sovereignty protection; invest and gradually exploit seaports effectively; develop high value-added processing industry. (3) Developing clean, high-tech agriculture, mainly shrimp and rice; (4) Promoting service - tourism development: Based on existing advantages and historical values, unique cultural identity of the locality. In which:

First, in terms of infrastructure: Speed up the implementation of works and projects and disbursement of public investment capital right from the beginning of the term, take public investment as a guide, activate social investment, promote public-private cooperation; especially important and strategic projects that have had policies and directions from the Central Government and the province according to the plan. Review and remove difficulties and obstacles for each project; especially key and key projects, national target programs. Develop a synchronous and modern transport network according to the dynamic economic corridor (road, water, air, seaport). Invest in transport routes to key areas for economic development, tourism, historical - cultural relics, to the center of communes, inter-communes, associated with the main traffic axes of the province, national highways, expressways... Build infrastructure, irrigation works in a multi-purpose direction, both serving production, transportation, waterway transport, natural disaster prevention and control, and climate change adaptation. There are solutions to overcome the shortage of construction materials (especially sand and stone) to ensure construction progress of works.

Review, adjust, and effectively and synchronously implement construction planning, urban planning, urban development programs, and urban enhancement projects. Mobilize diverse resources to invest in essential works, projects, and infrastructure to ensure urban flooding prevention (in wards: An Xuyen, Tan Thanh, Ly Van Lam, Bac Lieu, Vinh Trach, etc.); renovate and relocate houses along the river; renovate and upgrade essential infrastructure in urban areas. Develop, invest in building infrastructure and increasing the occupancy rate of industrial parks and clusters, associated with urban development; planning, prioritizing land allocation, speeding up the progress of social housing construction and development.

Continue to invest, upgrade, and develop information, communication, digital infrastructure, education, healthcare, etc. to meet development requirements and creative and cultural needs of the people. Develop a shared database, a dedicated data transmission network; deploy unified, safe digital solutions, and connect smoothly from the province to the grassroots. Forming and developing a network of innovation centers; proactively searching for new technologies at home and abroad, cooperating in transferring technology and scientific research results.

Second, developing the marine economy becomes the main growth driver. Determining the sea as a space for sustainable survival and development, the province focuses on investing in completing the seaport system, especially Hon Khoai seaport, to become an international trade gateway. Strongly developing the renewable energy industry (wind power, solar power, green hydrogen energy), liquefied natural gas (LNG) so that Ca Mau can not only be energy-saving but also become a clean energy center of the country, aiming for electricity exports.

- Can the Provincial Party Secretary please tell us more, what plans and solutions have Ca Mau had to develop quickly and sustainably in the new period after the merger of provinces?

Comrade Nguyen Ho Hai: The 2025-2030 period is the period when Ca Mau must make a strong breakthrough to " confidently enter a new era with the whole country". To do that, in addition to mobilizing resources and exploiting potential, Ca Mau will focus on the following groups of breakthrough solutions:

First, the current key task is to complete and submit to competent authorities for approval to adjust the Ca Mau Provincial Planning for the period 2021-2030, with a vision to 2050 in early 2026, thereby creating a solid legal basis for effective implementation, opening up new development space for the province. After the merger, the planning adjustment is urgent to ensure connectivity, synchronization and unity in the development space. Planning must have a long-term vision but still ensure flexibility, high adaptation to climate change and rising sea levels.

Next, promote the application of science and technology, promote digital transformation and innovation. This is a "short-term solution" to improve labor productivity and competitiveness.
