Instructions for arranging and reorganizing public service units
The Ministry of Home Affairs guides the arrangement and reorganization of public service units under the Home Affairs sector.
Regarding the arrangement and reorganization of public service units, the Ministry of Home Affairs has issued Document No. 12282 to the People's Committees of provinces and centrally run cities to guide the implementation of the arrangement and reorganization of public service units in the Home Affairs sector and field.
Accordingly, for public service units in the field of archiving: The Provincial/City Historical archives Center under the Central Government is a public service unit under the Department of Home Affairs, with the function of archiving Permanent archival Documents received from agencies, organizations and other archival documents according to the provisions of the 2024 Law on archiving and other relevant legal provisions.
Based on the functions, tasks and separate management subjects, ensuring no overlap in functions and tasks with other public service units in the Home Affairs sector, the Ministry of Home Affairs recommends that localities study, review and arrange public service units in the archival sector as follows:
Each province/city under the Central Government has a historical archiving center under the Department of Home Affairs to perform the functions and tasks of state historical archiving in the locality according to regulations.
Regarding financial mechanisms, the Provincial/City Historical archives Center is a public service unit serving state management, providing basic and essential public service services.
Therefore, the Ministry of Home Affairs recommends that localities study and have a plan to classify the level of financial autonomy for provincial/city historical archives in accordance with the provisions of Decree No. 60/2021 (amended and supplemented by a number of articles in Decree No. 111/2025).
For the Employment Service Center under the Department of Home Affairs: Each province/city under the Central Government has a Employment Service Center under the Department of Home Affairs, which is a public service unit providing public employment services for organizations and individuals in the area.
Regarding financial mechanisms, Employment Service Centers are public service units providing types of public service services on a list guaranteed by the State for all costs or partial support for costs.
Therefore, the Ministry of Home Affairs recommends that localities study and have a plan to classify the level of financial autonomy for employment service centers in accordance with the provisions of Decree No. 60/2021/ND-CP (amended and supplemented by a number of articles in Decree No. 111/2025/ND-CP).
For public service units in the field of meritorious people: Review, arrange, and reorganize facilities for raising and caring for meritorious people in a professional and effective manner; ensure suitability with the scale, subjects of care, nurturing, nursing, geographical distance, and socio-economic characteristics of each locality.
Not merging centers for nurturing and nursing people with revolutionary contributions with units that do not resemble in functions and tasks.
Public service units in the field of meritorious people focus on performing the task of nurturing and caring for meritorious people, and performing service activities to ensure compliance with current legal regulations.
Regarding financial mechanisms, the Center for nurturing and caring for people with revolutionary contributions is a public service unit providing basic and essential public service services.
Therefore, the Ministry of Home Affairs recommends that localities study and have a plan to classify the level of financial autonomy for centers for caring for and nursing people with revolutionary contributions in accordance with the provisions of Decree No. 60/2021 (amended and supplemented by a number of articles in Decree No. 111/2025).
