More than 5.88 million people were given gifts on the occasion of the 14th National Party Congress and Binh Ngo Tet

Implementing Resolution No. 418/NQ-CP of the Government on giving gifts to the Party and State on the occasion of welcoming the 14th National Congress of the Party and the Lunar New Year of Binh Ngo in 2026 to people with revolutionary contributions, social protection beneficiaries (BSP), social pensioners (SI) and other vulnerable groups, according to the preliminary report of 28/34 localities (Ha Tinh, Dong Nai, Ho Chi Minh City, Tay Ninh, Dong Thap, Vinh Long have not yet reported), by December 31, 2025, over 5.88 million people have received gifts - according to VNA.

Of which, people with revolutionary contributions are over 1.55 million people, social housing and social cooperatives are over 4.33 million people.

Among those who received gifts and received them through bank transfers, it was 2.36 million, accounting for 40.26% (through social security accounts on VNeID, there were 98,940 people, accounting for 1.68%; through accounts receiving allowances and subsidies, there were 2.27 million people, accounting for 38.58%); receiving directly in cash was more than 3.5 million people, accounting for 59.74%.

The gift giving was implemented synchronously and promptly in the joyful atmosphere of welcoming the 14th National Congress of the Party and the Lunar New Year of Binh Ngo in 2026 to express gratitude and demonstrate the deep concern of the Party and State for people with revolutionary contributions, and provide timely support to social protection and cooperative members.

However, besides the achieved results, there are still some difficulties and problems in implementation. The implementation of giving gifts through social security accounts on VNeID is an important step forward; However, because the database system managed by the Ministry of Home Affairs and the Ministry of Health has not fully integrated the list of people with revolutionary contributions, social contributions and social contributions into the National Population Database, giving gifts through social security accounts on VNeID is still low.

The time to give gifts is not much while the number of people given gifts is large, many subjects overlap (one person belongs to 2 or more subjects, identified as a worshiper, a person with revolutionary contributions...) so they have to conduct a review, leading to great pressure on grassroots officials when making a list as well as organizing gift giving.

According to Resolution 418/NQ-CP, the subjects receiving gifts from the Party and the State include people with meritorious services to the revolution as prescribed in the Ordinance on preferential treatment for people with meritorious services to the revolution; subjects of social housing and social insurance as prescribed in Decree No. 20/2021/ND-CP of the Government; Subjects of social housing as prescribed in Decree No. 176/2025/ND-CP; including orphans, children without shelters or in orphanages. The amount of gifts in cash is 400,000 VND/person.

On the basis of the Resolution, the Prime Minister issued Decision No. 2814/QD-TTg to supplement with the central budget target for 34 provinces and cities of more than VND 2,513.9 billion to give gifts to people with revolutionary contributions (over 1.65 million people), social housing and social cooperatives (over 4.63 million people).

To organize the implementation of gift giving to subjects in a synchronous and unified manner, ensuring simplicity, convenience, timeliness, correct subjects, and compliance with regulations, the Ministry of Finance has issued documents guiding localities in accounting for and funding for gift giving and guiding the regional State Treasury to implement gift giving of the Party and State.
