Financial support for small and medium-sized enterprises and business households in digital transformation

The National Assembly has passed the Law on Digital Transformation, which will take effect from July 1, 2026.

According to the Law, developing the digital economy is a key task, a breakthrough in the country's socio-economic development strategy to promote rapid, sustainable, inclusive and effective growth based on digital systems, digital platforms, digital technology and digital data.

The development of the digital economy must ensure requirements such as taking businesses as the center, promoting the application and development of digital technology;

Prioritize the development of digital systems, digital platforms, and digital ecosystems to serve domestic and international market needs; Linked with ensuring network security and protecting personal data; complying with the principles of digital transformation stipulated in this Law.

The State is responsible for creating a healthy competitive environment, promoting digital economic activities; managing risks and supervising digital economic activities.

In addition, the Law also stipulates policies for digital economic development for small and medium enterprises, cooperatives, and business households.

Accordingly, the state has implemented financial support measures and other forms of support for small and medium-sized enterprises, cooperatives, and business households in digital transformation, participating in digital economic development activities, contributing to the goal of rapid and sustainable growth.

The support is implemented according to the principles of publicity, transparency, right subjects, in accordance with the needs and level of digital transformation of each organization and enterprise; ensuring focus, key points, in accordance with the ability to balance resources.

The Government stipulates in detail the content, criteria, conditions, and forms of support, in which priority is given to small and medium-sized enterprises, cooperatives, and business households that meet one of the criteria such as operating in ethnic minority areas and areas with difficult and extremely difficult socio-economic conditions;

Or operating in sectors and fields prioritized for digital transformation according to the National Strategy on Digital Transformation, National Digital Transformation Program.

The state management agency on digital transformation shall preside over and coordinate with ministries, ministerial-level agencies, agencies under the Government and the provincial People's Committee to guide and organize the implementation of support activities; periodically synthesize, evaluate and report to the Government according to regulations.
