Special salary coefficient for high school and secondary school teachers expected to be applied from 2026
The draft Decree stipulates salary policies, allowances, support and attraction policies for teachers, and proposes many new policies on salaries.
The Law on Teachers officially takes effect from January 1, 2026. To ensure synchronous implementation, the Ministry of Education and Training is urgently developing and completing the Draft Decree regulating salary policies, allowances, support and attraction policies for teachers.
In particular, Article 4 of the draft Decree proposes a specific salary coefficient and salary coefficient for teachers. Accordingly, teachers are paid according to the administrative career salary scale and are entitled to additional special salary coefficients corresponding to the position as follows:
Professor: Apply the salary coefficient of type A3.1 civil servants (from salary coefficient 6.20); Special salary coefficient 1.3
Associate professors, Senior Lecturers, Senior Pedagogical College Lecturers, Senior Vocational Education Lecturers: Apply the salary coefficient of type A3.1 civil servants (from salary coefficient 6.20); Special salary coefficient 1.2
Secondary school, primary school, preschool teachers; Other equivalent titles: Apply salary coefficient of civil servants of type A3.2 (from salary coefficient 5.75); Special salary coefficient 1.2
Key lecturer, Lecturer of the National Pedagogical College, Lecturer of Vocational Education: Apply the salary coefficient of type A2.1 civil servants (from salary coefficient 4.40); Special salary coefficient 1.3
University reserve teachers; High school, junior high school, primary school, preschool teachers; Theoretical vocational education teachers; Other equivalent titles: Apply the salary coefficient of type A1 civil servants (from salary coefficient 2.34); Special salary coefficient 1.45
