Hai Phong deploys 11 models of socialism in the new era

The Hai Phong City Party Committee has just issued Resolution No. 05-NQ/TU on building and implementing a number of socialist models (CNXH) associated with socialist people (XHCH) in the city in the period of 2026 - 2030 and the following years.

The Resolution was issued with the goal of building Hai Phong into a "Civil - Happiness" city - a typical model of the social housing model in the new era - the era of rising up, being rich and prosperous of the nation.

In terms of institutions - government, Hai Phong innovates leadership methods, improves the governance capacity of the political system, towards modern government - creating - serving - transparency; implementing real democracy, people are the center, subject and goal of development. In terms of economy, the city focuses on developing a modern, green - circular - digital economy, linking economic growth with social justice, ensuring sustainable social security, leaving no one behind.

Regarding the living environment - a livable society, Hai Phong City builds a bright, green, clean, safe, humane urban and rural environment, develops a fair welfare system with access to public services, and development opportunities for everyone. Regarding national defense - security and foreign affairs, ensuring national defense, maintaining political stability, social order and safety; proactively integrating widely and effectively into the international community; enhancing the city's position and image in the international arena. Regarding socialist people, Hai Phong builds a generation of Hai Phong citizens with knowledge - ethics - citizen awareness - dedication; develop an education, healthcare, and cultural system as a foundation to improve human stature in all aspects.

To achieve the above goal, the city focuses on implementing 11 key models, including: "Friendly Government"; "City of Supernance and Compliance with the Law"; "Cultured City; Happy communes and wards"; "City of Innovation and Creativity"; "Ecosked industrial cluster"; "Socialist housing in Hai Phong"; " socialist housing in Hai Phong: Fair, humane, united"; "Music city"; "Environmentally friendly service business establishments, not using disposable plastic products at tourist attractions"; "City of comprehensive, comprehensive national health care"; "Socialist school"; "Socialist union associated with the Industrial Union".

The Standing Committee of the City Party Committee proposed that the City People's Committee Party Committee preside over and coordinate with the City Vietnam Fatherland Front Party Committee to lead and direct departments, branches, sectors and affiliated units to develop an Action Program to implement the Resolution; develop, approve and organize the implementation of projects to specify 11 models in the Resolution; arrange budgets to implement models; report to the City People's Council to issue specific mechanisms and policies for implementation.

The City People's Council Party Committee directs the review, development, promulgation, completion and supervision of the implementation of mechanisms, policies, and resource allocation related to the implementation of resolutions, projects, and models; strengthens supervision of the implementation of the Party's guidelines, policies, and laws of the State and the city on building a social housing model associated with the city's socialist people.

The Vietnam Fatherland Front and socio-political organizations of the city will strengthen propaganda and mobilization; promote the role of workers, farmers, intellectuals, businessmen, youth, women, veterans, former people's police, the elderly; dignitaries, civil servants, monks, followers of all religions, Hai Phong people at home and abroad participating in the construction and development of Hai Phong city; carry out social supervision and criticism in the process of implementing the Resolution, Project and related policies, mechanisms and policies.

Party committees of communes, wards and special zones; Party committees directly under the City Party Committee organize the dissemination, implementation, and promulgation of action plans and programs to implement Resolutions, Projects, and models of the city; supplement models according to the specific characteristics of communes, wards, special zones and at their level to organize implementation in conjunction with the implementation of the Resolution of the Party Congress, Resolution of the City Party Congress and resolutions of local and unit Party Congresses.
