The Ring Road 2.5 project, Dam Hong - National Highway 1A section, started in 2014, and was expected to be completed in 2017 but was delayed.

The underpass construction project at the Ring Road 2.5 - Giai Phong intersection was started in October 2022.

The project has a total length of tunnel and access road of 890m in the direction of Ring Road 2.5, of which the closed tunnel is 140m long, the open tunnel is 320m long. The section through the tunnel has 2 lanes in each direction, 3.5m wide/lane, and the section outside the tunnel has 3 lanes in each direction, 3.5m wide/lane.

The underpass project has a total investment of 778 billion VND, invested by the Hanoi Traffic Construction Investment Project Management Board.

This is the 5th underpass in the Capital built from 2009 to date, after Kim Lien, Trung Hoa, Thanh Xuan, and Le Van Luong tunnels.

On the evening of February 9th, the Hanoi Department of Construction issued a notice to temporarily organize traffic flow for vehicles participating in road traffic through the tunnel and the intersection area of Giai Phong street - Kim Dong street - Ring Road 2.5 under the Ring Road 2.5 underpass project with Giai Phong (QL1A) and the Ring Road 2.5 construction project (from Dam Hong to QL1A section).
