Dong Nai ensures 5/5 conditions and 7/7 standards for establishing a centrally-run city.
On the morning of April 20, continuing the First Session, the 16th National Assembly, Minister of Home Affairs, authorized by the Prime Minister, presented the Report on the establishment of Dong Nai city directly under the Central Government.
Minister of Home Affairs Nguyen Thanh Binh said that the establishment of Dong Nai city will create new development momentum not only for Dong Nai but also make practical contributions to the Southern region and the whole country.

This is a fundamental shift in the development model and local governance model to make Dong Nai a large city, with the function of sharing, linking, and mutually supporting development with Ho Chi Minh City, achieving the goal of becoming an important growth pole of the nation, playing the role of regional economic connectivity center and gateway to international integration, a dynamic, modern, and civilized development model as a basis for orienting a new development space for the entire Southeast region according to the Politburo's conclusion.

The establishment of Dong Nai city is carried out on the basis of the status quo of 12,737.18 km2 of natural area, population size of 4,491,408 people and 95 commune-level administrative units of Dong Nai province.
After establishment, Dong Nai city directly under the Central Government did not change in terms of natural area and population size; there are 95 commune-level administrative units, including 33 wards and 62 communes. The whole country has 34 provincial-level administrative units, including 7 cities and 27 provinces (reducing 1 province, increasing 1 city).
The headquarters of Dong Nai city directly under the Central Government is kept as it is today.
Regarding the plan to arrange and consolidate the organizational structure, basically maintain the organizational structure in agencies and units in the current political system of Dong Nai province; establish new agencies and units in accordance with the Party's regulations, the organization's charter and the law;
Regarding the plan to arrange and arrange the contingent of cadres, civil servants, and public employees: In the immediate future, maintain the status quo of the contingent of cadres, civil servants, and public employees at agencies and units in the current political system of Dong Nai province; at the same time, Dong Nai province has a plan and roadmap to implement arrangement and personnel arrangement according to regulations to ensure conformity with the urban government model.
It is expected that this Resolution will take effect from April 30, 2026.
Appraising the draft, Chairman of the National Assembly's Law and Justice Committee Phan Chi Hieu said that the Law and Justice Committee agreed with the necessity of establishing Dong Nai city on the basis of the original natural area and population size of Dong Nai province for reasons as stated in the Government's report and project.

The establishment of Dong Nai city has been considered and agreed in principle by the Party Central Committee and the Politburo.
Dong Nai province ensures 5/5 conditions and 7/7 standards for establishing centrally-run cities in accordance with the Law on Organization of Local Government and Resolution No. 112.
Based on the Government's submission and project and the opinions of the agencies participating in the appraisal, the Law and Justice Committee proposed that the National Assembly approve and pass the Resolution on the establishment of Dong Nai city directly under the Central Government.
