Can you tell us about the important results in the work of inspection, supervision and enforcement of Party discipline during the 13th National Party Congress term?

Comrade Ha Quoc Tri: During the recent term, the Central Inspection Committee has quite comprehensively carried out the tasks according to regulations and focused on inspecting party members and lower-level party organizations when there were signs of violations. The results achieved are quite comprehensive in all fields. First of all, the inspection work focuses on key tasks according to the set programs and plans, contributing to the fight, prevention and prevention of violations by party organizations and party members and improving the leadership capacity and fighting strength of party organizations.

Specifically, in the past term, the Central Inspection Committee focused on inspecting areas and fields that are prone to violations. For example, inspecting personnel work, land, construction investment, especially inspections of cases related to major cases directed by the Central Steering Committee on anti-corruption, waste and negativity. Through inspection, party organizations and party members who violated were strictly handled. However, inspection for handling is not the main purpose but inspection is to warn, warn, deter, detect inadequate mechanisms and policies in leadership and management to recommend competent authorities to amend and supplement in accordance with the actual situation.

Regarding implementation, the Central Inspection Committee determined that inspection must be especially placed in specific circumstances and conditions, to focus on inspection and supervision; placed within the requirements of political tasks and Party building work in each period to conduct inspection and supervision work, as well as develop appropriate inspection and supervision programs and plans. In the past time, the Central Inspection Committee has identified inspection and supervision as a key task of leadership and direction. Through inspection and supervision, there are advantages to promote and disadvantages to rectify and overcome in a timely manner. The inspection work must be placed in a specific situation and condition. The mechanism must control power, all behaviors and leadership and direction of party organizations and party members must be placed in a mechanism that must be controlled. The results of many cases were inspected and supervised. Second, through the channel to direct the cases that the Central Steering Committee for Anti-Corruption and Negative Wastefulness assigned to the Central Inspection Committee to inspect, the tasks have been comprehensively implemented. By the end of the term, there were no more pending cases, and we had to move to the next term to consider and resolve them, those were the outstanding results of the last term.

Comrade, what are the breakthrough innovations in the work of inspection, supervision, and enforcement of Party discipline, contributing to building a clean and strong Party during the 14th National Party Congress term?

Comrade Ha Quoc Tri: I ask the question "why should we innovate the Party's inspection and supervision work during the 14th Congress term". First of all, stemming from practical requirements, inspection work in the past has also been limited and inadequate. That is, the inspection of many cases is still passive, that is, when there are signs of violations, inspections will be conducted.

Second, starting from the practical requirements of the coming time to innovate to implement the policy of innovating the political system, meeting the requirements and tasks in the new era, the era of national growth. I emphasized the need for innovation, which is to innovate the growth model, restructure the economy, especially the Politburo issued a series of pillar Resolutions such as: Resolution on science and technology development; innovation and law enforcement; private economic development; state economic development... These are pillar resolutions, from which inspection work must also be innovated to meet the requirements and tasks in the new situation.

First of all, innovate thinking in the Party's inspection and supervision work. Specifically, we must innovate thinking and awareness. Inspection and supervision work not only focuses on detection, that is, it must shift "from passive to proactive". That is, there is no need to have an incident but when issuing Directives, Resolutions, Conclusions, etc. has been regularly inspected and monitored. Through regular monitoring to proactively detect shortcomings and limitations early since the issuance of the resolution, it has been necessary to promptly monitor, rectify and overcome, not to let serious violations occur; then there are violations that turn from small violations to major violations; violations of one person leading to violations of many people; from less serious violations to serious violations. This can be said to be a very fundamental change in the thinking of those who conduct inspection work.

Second, methods and methods have also changed to meet, focusing on key resolutions to make breakthroughs, develop, meet development requirements in 2026 and the following years to serve double-digit growth in this term and subsequent tasks.

Third, the innovation of the political system to implement the government at 3 levels (central, provincial and commune) means that if the actual conditions change, the inspection must also meet the requirements of the Party's leadership and direction tasks in the coming period.

Regarding specific implementations, the Central Inspection Committee determined that in the coming time, it will focus on inspection content in the fields of economic and social development, especially land management, resources, personnel work, and the implementation of 3-level governments (central, provincial, and commune). Through inspection, how is the arrangement of the rolls arranged? manage finance and assets after rearranging administrative units to prevent waste and negativity in implementation.
