Agencies and units at the central and local levels are actively implementing the Project to rearrange and reorganize administrative units at all levels and build a model of organizing local government at 2 levels, ensuring streamlining, efficiency, and being close to the people, serving the people in the spirit of "respect and practicing the people as the root" in accordance with the direction of General Secretary To Lam.

Based on Conclusion No. 160-KL/TW dated May 31, 2025 of the Politburo and the Secretariat, to ensure progress and quality of the arrangement of the apparatus and administrative units according to the resolutions and conclusions of the Central Committee, the Politburo, the Secretariat, the Steering Committee for the arrangement and reorganization of administrative units at all levels and the development of a model of organizing local government at 2 levels of the Government (Steering Committee) have the following opinions.

The Steering Committee focuses on regularly grasping the implementation of the arrangement of administrative units at all levels, implementing the 2-level local government model, decentralizing, delegating authority and determining authority.

Timely resolve local difficulties and problems related to inter-Ministryal and inter-sectoral issues and issues under the authority of the Government and the Prime Minister.

The Steering Committee recommends that the Secretaries of the Provincial Party Committee and the City Party Committee; request the Chairmen of the People's Committees of provinces and centrally run cities to strictly direct the implementation of resolutions and conclusions of the Central Committee, the Politburo, the Secretariat, the instructions of the Central Steering Committee, the Government Steering Committee on the arrangement of administrative units at all levels, implementation of the 2-level local government model, decentralization, delegation of authority and division of authority, ensuring progress and quality according to the set plans.

Periodically synthesize and report weekly on the situation and progress of the implementation of tasks related to the arrangement of administrative units at all levels, implementation of the 2-level local government model, decentralization, delegation of authority and determination of authority.

In which, the achieved results, arising difficulties and problems are clearly identified and recommendations are made to the Government and the Prime Minister; there is a document sent to the Ministry of Home Affairs (the Standing agency of the Steering Committee) before 8:00 a.m. every Friday.

Timely report and propose through hotlines of ministries, branches, and virtual assistants to resolve difficulties and problems arising by industry and field.
