Proposal to appoint Party agencies and Secretaries of Van Don Special Zone
Quang Ninh - Van Don District has completed the collection of voters' opinions as well as the People's Council meetings of 12 communes and towns on the Project on the arrangement of commune-level administrative units of the district.
100% of voters as well as delegates of the People's Councils of 12 communes and towns all agreed with the arrangement of commune-level administrative units in Van Don district into Van Don Special Zone.
According to the Project, Van Don island district will be converted into Van Don Special Zone and the operation of 12 commune-level administrative units of Van Don island district will end.
The new Van Don Special Zone has an area of about 2,171.33 km2, of which the natural land area is 583.92 km (reaching 583.92% of the standard), the sea area is 1,587.41 km2; The population of 53,904 people (reaching 673.8% of the standard).
Also according to the Project, it is recommended that the Standing Committee of the Quang Ninh Provincial Party Committee appoint the Party Executive Committee, the Standing Committee of the Party Committee; appoint the Party Committee Secretary, Deputy Secretary of the Party Committee, the Inspection Committee, Chairman, and Deputy Chairman of the Party Inspection Committee of the Party Committee for the 2020-2025 term to work until the 2025 - 2030 Special Zone Party Congress.
For the 2025-2030 term, the Standing Committee of the Quang Ninh Provincial Party Committee appointed the Party Executive Committee, the Standing Committee, the Secretary, the Deputy Secretary of the Party Committee, the Inspection Committee, the Chairman, and the Deputy Chairman of the Inspection Committee of the Special Zone Party Committee.
For special-zone authorities: Including People's Council and People's Committee. In which, the People's Council of the special zone established 2 Committees, which are the Legal Committee and the Economic - Social Committee. People's Committee of the special zone: In the immediate future, keep the number of specialized agencies of the district as at present; then implement according to the new instructions of the Government.

Regarding the payroll: Transfer 100% of the current district-level payroll to arrange the payroll of the special zone, in which the team of leaders and managers of the current district-level political system is arranged as the core in the special zone.
In the immediate future, keep the number of cadres, civil servants and public employees at the district level, cadres and public employees at the commune level before the arrangement for the Van Don Special Zone and conduct a review and streamlining of the payroll in conjunction with restructuring and improving the quality to meet the requirements of the task, ensuring within 5 years of basic regulations of the Government.
For non-professional workers at the commune and village levels, and current residential groups: End the use of non-professional workers at the commune level from August 1, 2025. Considering and being able to arrange part-time workers at the commune level to meet the requirements of the task of participating in work in villages and residential groups and implementing regimes and policies for cases that are not assigned work according to regulations.
In the immediate future, keep existing villages and residential groups; then there will be a roadmap to arrange and reorganize villages and residential groups in a streamlined direction, directly serving the lives of the community in the area.
Currently, the total number of cadres, civil servants and public employees of Van Don district is 1,218 people. Of which, there are 971 district-level cadres, civil servants and public employees and 247 commune-level cadres and public employees.
