Ensuring welfare for all ages, towards universal health insurance
The action program to implement the ASEAN Cultural - Social Community Strategy Plan identifies the goal of ensuring welfare for all ages.
Deputy Prime Minister Bui Thanh Son has signed Decision No. 155/QD-TTg approving the Action Program to implement the ASEAN Cultural - Social Community Strategy Plan in Vietnam for the period 2026-2035 (Action Program).
The common goal of the Action Program is to successfully implement the ASEAN Community of Culture and Society Strategy Plan in Vietnam for the period 2026-2035, contributing to building an integrated, self-reliant, self-reliant, sustainable ASEAN Community with people as the center by 2045.
Based on the ASEAN Social Insurance Community Strategic Plan, the Action Program identifies the implementation of 12 strategic goals.
Typically, building a community with the people as the center, towards the people and having close connections, with the smooth movement of people, goods and services, sharing ownership and ASEAN identity.
Ensure full promotion of potential and improve the quality of life for people, encourage active, inclusive, sustainable participation and promote social cohesion, thereby ensuring common prosperity, especially for vulnerable groups, and leaving no one behind.
In particular, building a healthy ASEAN Community with a longer life expectancy, ensuring welfare for all ages, avoiding infectious and non-communicable diseases, aiming for universal health insurance and sustainable and flexible access to the health system.
Create a favorable environment for people to play an active role in all aspects of life by promoting human security, enhancing people's resilience through developing public-private partnerships in line with ASEAN's sustainable development agenda.
At the same time, it will strengthen the empowerment of women to fully and effectively participate in the process of building the ASEAN Community and fully exploit the potential of women in the decision-making process.
To achieve the above goals, the Action Program proposes 05 specific solutions.
In which, ministries and branches are the direct participants in ASEAN cooperation under the pillar of the ASEAN Social Policy Community in Vietnam, including the Ministry of Home Affairs; the Ministry of Culture, Sports and Tourism; the Ministry of Education and Training; the Ministry of Agriculture and Environment; the Ministry of Health... to develop and implement an Action Plan to implement the Action Program in the assigned fields, to be completed in June 2026.
Periodically report the implementation results to the Ministry of Home Affairs before December 1st of each year for synthesis and reporting to the Prime Minister.
At the same time, preside over and coordinate with the Ministry of Finance to arrange funding for the implementation of the Action Program in the annual budget estimate and implement it in accordance with the provisions of the State Budget Law 2025 and relevant legal provisions.
Create conditions and encourage socio-political organizations, professional society and other partners to participate in the process of developing, implementing, supervising and evaluating the implementation of the Action Program on the basis of suitability with functions, tasks and powers according to regulations.
