14th National Party Congress: Congress of long-term vision and substantial breakthrough
The 14th National Party Congress took place in "unprecedented conditions" with the meaning of a call, arousing the aspiration to rise to a new era for the entire nation.
The 14th National Party Congress (from January 19 to 25, 2026 in Hanoi) is expected to be a congress of a long-term vision, a congress to bring the country into an era of national growth, an era of real breakthroughs.
In the 96 years of the formation and development of the Communist Party of Vietnam, congresses are an opportunity for the Party to set out a development strategy for the revolution, the country and itself.
On January 19, 2011, the 11th National Congress of the Party approved the Charter (supplemented and amended) of the Communist Party of Vietnam. Article 9 of the Charter stipulates: The highest leadership agency of the Party is the National Congress.
Between the two congresses, the Party's leadership agency is the Central Executive Committee. The National Congress of the Delegates is the highest leadership agency, playing a decisive role in all activities and orientations of the Party in each historical period, deciding on the most important issues related to the country's development guidelines and strategies.
The Congress is an opportunity to evaluate the country's development situation through each term, review leadership results and draw valuable lessons in both theory and practice.
The Congress is the place where the Party promotes the highest collective intelligence, solidarity, innovation and creativity to set out guidelines and policies for national development in the next period.
Through the Congress, delegates selected the most outstanding individuals and elected the Central Executive Committee - the highest leadership agency of the Party between the two Congresses.
In addition to its role like other congresses, the 14th National Party Congress took place in "unprecedented conditions" with the meaning of a call, arousing the aspiration to rise to a new era for the entire nation, an era of breakthrough development.
Unprecedented conditions means that after 40 years of Doi Moi, Vietnam has overcome the state of stagnant development, gradually perfecting a socialist-oriented market economy.
Today's S-shaped land is no longer a backward agricultural country but has become a large-scale economy in the region.

In 2025, GDP will reach 514 billion USD, rising to 32nd place in the world, GDP per capita will be at 5,026 USD, belonging to the group of countries with high average incomes.
Economic experts commented: Our country has currently accumulated an important foundation in terms of economic scale, infrastructure, production capacity and integration.
This is the time to decide - choose to make a breakthrough to enter the group of developed countries with high incomes in the next few decades, or fall into the middle growth quanticity, slow productivity improvement and gradually declining competitiveness.
We will receive the answer at the 14th Congress, a Congress expected to demonstrate the Party's long-term vision and high political determination to lead the implementation of substantial breakthroughs in many areas of the country's socio-economic life.
The above expectation is completely reasonable. Regarding institutional breakthroughs, nearly a year before the 14th Congress, on April 30, 2025, General Secretary To Lam, on behalf of the Politburo, signed and issued Resolution No. 66-NQ/TW on innovating the work of law-making and enforcement to meet the requirements of national development in the new era.
According to Resolution 66, by 2030, Vietnam will have a democratic, fair, synchronous, unified, public, transparent, feasible legal system, removing obstacles arising from practice, paving the way for development, mobilizing all people and businesses to participate in socio-economic development.
The law is built in the direction of liberating all productive forces, unlocking all development resources, ensuring the substantive right to freedom of business, property ownership and contract freedom, equality between enterprises in all economic sectors; the private economy is the most important driving force of the national economy.
In essence, Resolution 66 is closely linked to Resolution No. 68-NQ/TW dated May 4, 2025 on private economic development. Resolution 68 affirms: The private economy is the most important driving force of the national economy, a pioneer force promoting growth, creating jobs, improving labor productivity and national competitiveness.
The goal set out in Resolution No. 68 is that by 2030, Vietnam strives to have 2 million enterprises operating in the economy, 20 enterprises operating/respecting the people; have at least 20 large enterprises participating in the global value chain; the average growth rate of the private economy reaches about 10-12%/year, contributing about 55-58% of GDP, about 35-40% of total state budget revenue.
For Vietnam to achieve rapid and sustainable development, in which GDP grows by 10% or more per year, breakthroughs in science and technology are indispensable.
For that reason, Resolution No. 57-NQ/TW of the Politburo was issued on December 22, 2024 with the name: Breakthrough in the development of science, technology, innovation and national digital transformation.
The core spirit of Resolution 57 is that in order for Vietnam to develop strongly in the new era, we need to have strategic and revolutionary policies to create breakthroughs in science and technology development.
The set goals are bold and drastic: By 2030, the potential, level of science, technology and innovation will reach advanced levels in many important fields, among the leading groups in countries with high average income; the level, technological capacity, and innovation of enterprises will reach above the world average; some fields of science and technology will reach international standards.
Regarding human resource breakthroughs, the Draft Documents submitted to the 14th Congress affirmed that the Party and State's policies and guidelines on comprehensive human development in Vietnam are increasingly complete, central and substantial.
Economic growth in our country is more closely linked to ensuring progress and social justice. The Government prioritizes the allocation of resources for social security, synchronously and effectively implementing policies and solutions for sustainable poverty reduction.
The multidimensional poverty rate has decreased rapidly, from 4.4% in 2021 to 1.3% in 2025, exceeding the target set by the Resolution of the 13th National Congress. By September 2025, the whole country will complete the removal of 334,234 temporary, dilapidated, and 3 hard- core houses - reaching the finish line 3 years ahead of schedule - a profound humanitarian achievement.
The number of people receiving regular social assistance has been expanded, reaching over 3.5 million people; 55% of these are elderly people.
Thus, the long-term vision and the substantial breakthroughs expected at the 14th Congress are all aimed at the ultimate goal in accordance with the content of the Congress's propaganda slogan: "Vietnam lasts forever; Vietnam is at peace; the Vietnamese people are prosperous and developed!".
