Da Nang removes obstacles for 2,035 projects and land plots to achieve 11% growth
Da Nang - Not achieving the 2025 plan when the disbursement only reaches 75%, Da Nang sets a growth target of over 11% in 2026.
Although Da Nang's GRDP for the whole year of 2025 is estimated to reach 9.18%, maintaining a fairly good growth rate, the city has not yet completed the set plan. The direct reason is that in the fourth quarter of 2025, growth reached only 7.23% - the lowest level of the year. Along with that, as of December 31, 2025, the disbursement of the city's capital plan only reached 12.6 trillion VND, equal to 75% of the plan assigned by the Prime Minister.
The report of the City People's Committee determined that problems with site clearance, land appraisal and legal documents are the reasons why key and dynamic projects have not ensured progress. Along with that, the shortage of supply of soil and sand materials is serious. Although the city has 93 valid mineral exploitation licenses, in reality, it has not yet met the needs of key projects such as Lien Chieu Port and inter-regional routes.
The implementation of the merger of administrative boundaries with Quang Nam province from July 1, 2025 and the implementation of the 2-level local government model also pose challenges. The rearrangement of the organizational apparatus and project management boards during the transfer period has affected the direction, operation and organization of works on site.
In 2026, Da Nang sets a target of economic growth rate (GRDP) of 11% or more. To achieve this target, the city strives for the disbursement rate of public investment capital to reach at least 95% of the assigned capital plan.
This locality has also implemented solutions to remove difficulties in land procedures for 2,035 projects and land plots with a total area of over 4,000 hectares. Key projects such as: Lien Chieu Port (common infrastructure), National Highway 14E renovation and Hoi An Coastal Anti-Ederosion Project are focused on speeding up construction progress.
The city also determined to completely handle the shortage of construction materials. At the same time, transfer capital from projects behind schedule to projects with good capital absorption capacity to ensure budget efficiency.
