Proposal to build a civilized Party imbued with President Ho Chi Minh's ideology

In order to be worthy of the trust and trust of the people as well as improve the Party's leadership and governance capacity in the era of national growth, the Communist Party of Vietnam strives to build its system, organization and team to achieve the universal state of human civilization, in which the values of ethics and civilization are indispensable virtues, a prerequisite, and important in the process of leading and governing the country in the future.

Civilization in general is the high level of development of a community or country based on the foundation of accumulating cultural values over a long period of time, tested in practice and proven to be durable and long-lasting. The civilization of the Party in particular is the state of manifestation of a powerful organization with a high political and cultural foundation, representing and gathering the good values of the nation and country, recognized and honored by society.

At the beginning of that transition, there was accumulation of experience from practice and the length of time, as well as the deposit of the correct and standard values of the past. It can be seen that reaching a civilized state is the destination, aspiration and ambition of any community, organization, nation and people in the world. From that awareness, the Communist Party of Vietnam has policies in the new period, starting to concretize in this 14th Congress term and in the future, we are determined to build a civilized Party, according to the profound instructions in his lifetime that President Ho Chi Minh advised "Our Party is ethics, is civilization".

The Communist Party of Vietnam is not only a wise and correct guiding force, steering the Vietnamese revolutionary boat to successfully dock, but also a gathering of dignity, bravery and talent of communists in the past as well as in the present period. The Communist Party of Vietnam is increasingly transforming with the nation, carrying in itself the good values of the national cultural tradition, blending in the flow of Eastern and Western cultures.

After many terms of Congress, the work of Party building and rectification has been continuously paid attention to and focused on by our Party, along with the process of "self- control, self-revision, criticism and self-criticism" which has achieved many encouraging results; the situation of corruption and negativity has been prevented and pushed back. The Party's capacity and fighting spirit are increasingly enhanced, the issue of setting an example, ethics and responsibility of leaders... in the new period needs to be raised in the system of standards of the times, reaching the state and universal values of contemporary civilization.

The recent revolution of streamlining the State apparatus has helped our political system to be "lightly compact, the ranks are linear". All of these are a solid and important motivation and premise for our Party to enter the process of building the Party at a new height, building its organization, apparatus and cadres to be increasingly ethical and civilized.

Thus, the communists of Vietnam today, with a progressive, constantly demanding mindset, strive for their organization in correlation with the values of the times, integrating into the flow of culture and human civilization. These issues are in line with the requirements of today's reality for any organization. In particular, for a political organization, that is more humane than ever.

The policy of building a civilized Party also carries the committed and self-reliant value of the Party with the trust of the people, society and President Ho Chi Minh in building our Party to become a truly revolutionary Party, a transparent, democratic ruling Party, scientific and modern thinking. All of these reflect the acceptance, adaptability and noble ideals to reach new heights of the Communist Party of Vietnam in the future.
