The State has special preferential policies to attract, develop and effectively use high-tech human resources in accordance with the law.
The National Assembly has passed the Law on High Technology. This Law takes effect from July 1, 2026.
This law stipulates high-tech activities, policies, measures to encourage and promote high-tech activities and activities related to strategic technology development.
The Law on High Technology also dedicates 1 Chapter to clarify research and development of high technology and strategic technology.
Accordingly, the State promotes and supports high-tech research and development; forms strong research groups, links between research institutes, higher education institutions and businesses to create a scientific and technological foundation for high-tech development.
Prioritize considering funding and support from science, technology and innovation programs on high technology and from funds according to the provisions of law on science, technology and innovation.

Accordingly, the State has special preferential policies to attract, develop and effectively use high-tech human resources in accordance with the law on science, technology and innovation and other relevant legal regulations.
The State also has policies to support organizations and individuals to invest in training, attracting and developing high-tech human resources to serve the development of high technology and strategic technology.
