The Ministry of Home Affairs has just responded to the proposal of Vinh Long province regarding the issuance of a priority policy for receiving non-professional workers at the commune level as civil servants, and clarified a number of contents on the orientation of management and use of this team in the coming time.

In the document sent to the Ministry of Home Affairs, Vinh Long province proposed to soon issue a new decree on management and use of civil servants according to the Law on Public Employees 2025, including a policy of prioritizing the reception of non-professional workers at the commune level into civil servants to take advantage of local human resources with practical experience.

Responding to the proposal, the Ministry of Home Affairs said it is coordinating with relevant agencies to submit to the Government to issue a decree regulating the recruitment, use and management of civil servants according to the Law on Public Employees 2025.

This Decree will replace Decree No. 115/2020 and Decree No. 85/2023, and specifically stipulate the cases accepted as civil servants.

According to the Ministry of Home Affairs, the draft decree will clarify the subjects to be accepted according to Clause 2, Article 20 of the Law on Cadres and Civil Servants, in which, in addition to the form of entrance exams and selection, the management agency can decide to accept as civil servants in some special cases.

These cases include experts, scientists, lawyers, good lawyers, outstanding and outstanding businessmen who are attracted to work in agencies of the Party, State, the Vietnam Fatherland Front and socio-political organizations.

Regarding the proposal of Vinh Long province on the need for new policies and new orientations to arrange non-professional workers to continue contributing to the locality, the Ministry of Home Affairs said that it has issued Official Letter No. 12 guiding the arrangement, arrangement and implementation of regimes and policies for this group of subjects, based on the conclusions of the Politburo, the Secretariat on the arrangement of administrative units and the model of local government at 2 levels.
