Regime for officials and civil servants to receive citizens and process complaints

Politburo member and National Assembly Chairman Tran Thanh Man has signed and issued a Resolution regulating the reception of citizens, reception, classification, handling of petitions and supervision by the National Assembly and the People's Council (HDND) on the settlement of complaints, denunciations, recommendations and reflections of agencies, organizations and individuals.

Accordingly, this Resolution stipulates the order, procedures, and responsibilities of the National Assembly and People's Councils in receiving citizens, receiving, classifying, handling petitions, and supervising the settlement of complaints, denunciations, recommendations, and reflections of agencies, organizations, and individuals; information regime, reporting, and conditions for assurance.

The Resolution also clearly stipulates the regime and policies for cadres and civil servants receiving citizens, receiving, classifying, handling complaints, denunciations, recommendations, and reflections.

The expenditure to support cadres and civil servants in receiving citizens, receiving, classifying, and handling applications is as follows:

For cadres and civil servants who receive citizens and receive, classify, and process petitions sent to the National Assembly and National Assembly agencies, the National Assembly Delegation (NAD) shall comply with the regulations of the National Assembly Standing Committee on a number of spending regimes to ensure the operation of the National Assembly;

For cadres and civil servants receiving citizens and receiving, classifying, and processing applications sent to People's Councils and agencies of the People's Councils, the same shall be applied to cadres and civil servants of other agencies and organizations receiving citizens, receiving, classifying, and processing applications according to the regulations of the Government and local authorities.

Regarding the training of professional knowledge and skills in receiving citizens, receiving, classifying, and handling applications as follows:

The Standing Committee of the Committee for Petition and Supervision shall preside over and coordinate with relevant agencies and organizations to develop and promulgate the content of the program to foster professional and technical knowledge for cadres and civil servants to receive citizens, receive, classify and process petitions at the Ethnic Council, the National Assembly Committee, the National Assembly Delegation and the People's Council;

At the same time, coordinate the development and promulgation of a training plan for cadres and civil servants receiving citizens, receiving, classifying, and handling petitions at the Ethnic Council, the National Assembly Committee, and the National Assembly Delegation;

The Standing Committee of the Provincial People's Council coordinates with relevant agencies and organizations to carry out the training of professional and technical knowledge to exchange with cadres and civil servants to receive citizens, receive, classify and process petitions at local People's Councils;

The budget for training in expertise and profession for cadres and civil servants in receiving citizens, receiving, classifying, and processing applications is guaranteed by the state budget according to the provisions of law.
