On December 29, the People's Committee of Gia Lai province had the results of resolving voters' opinions and recommendations sent before the regular session at the end of 2025 (5th session), the 12th Provincial People's Council.

Commune civil servants overlap jobs, work without days off

Voters of Ia Tul commune reflected that the operation of the two-level local government model has caused a sudden increase in the workload at the commune level due to the need to carry out many additional tasks and previous authority of the old district and provincial levels. From July 1 to September 2025, many commune civil servants have to work continuously, including Saturdays, Sundays and holidays.

The number of reports and requests for document comments from departments and branches is very large; many overlapping contents, methods and different requests between agencies lead to a lot of time, affecting the quality of consultation and work progress.

Voters requested the Provincial People's Committee to direct departments and branches to implement solutions to reduce unnecessary reports, documents, and meetings; strengthen digital data connectivity to minimize duplication of reports, ensuring an effective two-level government model.

Regarding this issue, the People's Committee of Gia Lai province said that in the early stages of operating the 2-level government model, due to the emergence of many new and unprecedented tasks, the requirement to report, issue directive documents and organize meetings was necessary to grasp the situation, guide, remove difficulties, ensure the implementation of the Central Government's policies was unified and synchronous.

Currently, the province has assigned the Department of Science and Technology to build a "2,-level socio-economic information system". When the system is completed and put into operation, it will support the collection, processing, and sharing of socio-economic data between authorities at all levels, minimizing errors and processing time, thereby reducing the number of reports.

In the coming time, the Provincial People's Committee will direct the implementation of reducing documents and conferences, promoting digitalization and enhancing the responsibility of heads according to the conclusion of the Secretariat on rectifying working style, improving the effectiveness of the political system.

Need for more people for complex work positions

Voters in Kon Gang commune reflected that the operation of the local government at 2 levels, many large-scale and complex tasks such as finance, budget and land are only assigned to 1 professional staff, leading to overload and affecting the effectiveness of serving the people. Voters suggested that the Provincial People's Committee consider adding staff to these positions at the commune level to have enough human resources to solve the work.

Similarly, voters of An Binh commune proposed that the Provincial People's Committee develop and adjust the job position framework in the direction of increasing the number of civil servants working in the fields of finance and land to meet the requirements of tasks, resolve administrative records and procedures and operate the apparatus smoothly, in accordance with the actual workload.

Regarding this issue, the People's Committee of Gia Lai province said that the Department of Home Affairs has closely followed the Central regulations on the orientation of the staffing framework after implementing the 2-level local government model for consultation. The Provincial People's Committee has assigned the staffing of cadres and civil servants to the commune level according to the maximum staffing framework; currently the actual number of commune-level civil servants in the province is higher than the maximum staffing framework of each commune and ward.

Based on the report of the localities, the Department of Home Affairs has reported to the Ministry of Home Affairs on the current situation and proposed the payroll of Gia Lai province for the 2026-2031 period, in which it recommended that the Central Organizing Committee and the Ministry of Home Affairs propose to the Politburo to consider increasing administrative payroll and the number of employees receiving budget salaries in the direction of increasing payroll according to job position.

Currently, the Government has issued a decree on the classification of administrative units; The Prime Minister assigned the Ministry of Home Affairs to coordinate with relevant agencies to complete regulations on job positions to serve as a basis for arranging payroll management, arranging the apparatus and coordinating with the Central Organizing Committee to report to the Central Steering Committee and the Politburo on the current status of payroll management for the period 2022-2026 and propose payroll for the period 2026-2031.

After the Central Government assigns the official payroll and supplements according to the proposal, the Provincial People's Committee will direct specialized agencies to review relevant regulations to adjust and supplement the payroll for localities in accordance with regulations.
