The expressway from Hoa Binh to Tay Trang border gate is assigned to 2 provinces as investors
The Hoa Binh - Moc Chau - Son La - Dien Bien - Tay Trang Border Gate Expressway is assigned to the two provinces of Dien Bien and Son La as investors.
The Government Office has just issued Notice No. 30/TB-VPCP on the conclusion of Deputy Prime Minister Tran Hong Ha at the meeting on assigning the competent authority to implement the investment project for the Son La - Dien Bien - Tay Trang Border Gate section and amending Decree No. 165/2024/ND-CP.
Deputy Prime Minister Tran Hong Ha agreed in principle to assign Dien Bien Provincial People's Committee and Son La Provincial People's Committee as the competent authorities to invest in the construction of the Hoa Binh - Moc Chau - Son La - Dien Bien - Tay Trang Border Gate section (CT.03) in the province according to the provisions of the law on public investment and relevant legal provisions.
At the same time, the Ministry of Construction was assigned to urgently and carefully review the draft Decree amending and supplementing Decree No. 165/2024/ND-CP in accordance with the direction of the Government leaders in Document No. 166/VPCP-CN dated January 7, 2026 of the Government Office, ensuring strictness, logistics, consistency, full, accuracy, ease of understanding, avoiding multiple meanings leading to misunderstanding, most arbitrary application of decentralization and delegation of power.
Thereby, as a basis for assigning localities as the competent authorities to invest in expressway routes and sections in a province or centrally-run city, reporting to Deputy Prime Minister Tran Hong Ha.
The Hoa Binh - Moc Chau Expressway has a total length of about 85km. Of which, the section passing through Son La province accounts for 32.3km with a total investment of VND4,445 billion.
The Son La - Dien Bien - Tay Trang Border Gate Expressway (phase 1) starts at the border of Son La and Dien Bien provinces, the end point connects with Dien Bien Phu ward; the scale of 4 complete lanes, with 2 emergency lanes. The project uses public investment capital, with a total preliminary investment of about VND 23,252 billion.
