The Ministry of Home Affairs informs about the time to propose 5 new salary tables
Voters recommend implementing salary reform in a synchronous and effective manner, in line with the salary policy reform roadmap according to Resolution No. 27-NQ/TW.
The Ministry of Home Affairs has issued a document responding to the petition of voters in Ninh Binh province sent by the National Assembly's Petition and Supervision Committee.
Accordingly, voters recommended the early issuance of a separate salary table and allowances for commune-level cadres and civil servants, ensuring the specificity of the grassroots level, unified nationwide, stable in the long term, limiting reform and reduction.
In addition, voters also recommended implementing salary reform in a synchronous and effective manner, in line with the salary policy reform roadmap according to Resolution No. 27-NQ/TW of the Central Committee, in order to improve the operational efficiency of grassroots government.
Regarding this content, Minister of Home Affairs Do Thanh Binh said that Resolution No. 27-NQ/TW on reforming salary policies for cadres, civil servants, public employees, armed forces and workers in enterprises stipulates specific factors to design new salary tables, expand salary relations as a basis for determining specific salary levels in the salary table system.
At the same time, according to Conclusion No. 24-KL/TW and Resolution No. 104/2023/QH15, the Ministry of Home Affairs has chaired and coordinated with relevant ministries and agencies to report to competent authorities on the implementation of 6 salary reform contents according to Resolution No. 27-NQ/TW from July 1, 2024.
However, during the implementation process, many problems and inadequacies arose. Accordingly, the Politburo issued Conclusion No. 83-KL/TW; the National Assembly issued Resolution No. 142/2024/QH15 and the Government issued Decree No. 73/2024/ND-CP to adjust the basic salary from 1.8 million VND/month to 2.34 million VND/month (an increase of 30%) from July 1, 2024 for cadres, civil servants, public employees and armed forces.
The Minister of Home Affairs affirmed that the above adjustment of the basic salary level is a great effort of the Central Government, the National Assembly, and the Government to contribute to improving the lives of salary earners, creating motivation and improving social stable labor productivity.
In Conclusion No. 83-KL/TW, the Politburo assigned the Central Economic Commission (now the Central Policy and Strategy Commission) to preside over the preliminary review of Resolution No. 27-NQ/TW.
In particular, coordinate with the Party Committee of the Ministry of Home Affairs and relevant departments, ministries and branches to study and evaluate the suitability, feasibility and propose the implementation of 5 new salary tables and 9 new allowance regimes of the public sector for submission to the Central Committee for consideration in 2026 when the Politburo promulgates and implements the system of Job Position Lists in the political system.
Based on the goals and tasks approved by the 14th National Party Congress, socio-economic and financial development plans for the next 5 years, socio-economic conditions and the capacity of the State budget, the Ministry of Home Affairs will report to competent authorities to consider proposing a salary regime according to the roadmap in Conclusion No. 83-KL/TW.
