The Conclusion of the Politburo and the Secretariat clearly stated the requirement for agencies and units to promptly pay the regime to cadres, civil servants and public employees who quit their jobs due to the arrangement.
The Politburo and the Secretariat have just issued Conclusion No. 155-KL/TW on a number of key tasks that need to be focused on implementing the reorganization of the apparatus and administrative units from now until June 30, 2025.
In Conclusion 155-KL/TW, the Politburo and the Secretariat assigned the Government Party Committee to lead and direct:
The Party Committees of the Ministry of Finance and the Ministry of Home Affairs urgently implement budget allocation, provide additional funding, and guide localities, agencies, and units to promptly pay the regime for cadres, civil servants, and public employees who quit their jobs due to arrangement; urgently issue a regime and policies to support non-professional workers at the commune level.
The Party Committee of the Ministry of Home Affairs shall preside over and coordinate with provincial and municipal Party Committees and relevant agencies to guide and urgently organize the implementation of document digitization, absolutely ensuring the document safety of agencies, units and localities according to regulations.
Urgently complete draft documents regulating the functions, tasks, and organization of the local government apparatus; relevant regulations and instructions of ministries and branches to serve as a basis for completing regulations on the organization of the local apparatus.
Implement decentralization and delegation of authority according to the following main principles:
The Central Government focuses on macro management, building institutions, strategies, planning, and plans in a synchronous and unified manner, playing the role of creating and strengthening inspection and supervision; decentralizing and delegating authority strong enough, clear enough, and reasonable enough for the tasks being carried out at the Central level to the localities in accordance with the spirit of "locality decides, locality does, locality takes responsibility".
Promote decentralization, decentralization and clearly defining between the general authority of the People's Committees and its own competence of the President of the provincial and commune -level People's Committees in accordance with the policies of the Party and the State in order to promote the role and responsibilities of the heads of agencies and organizations at all levels (not to prevent pushing, avoiding and delaying in implementing tasks and powers;
Review and implement decentralization and delegation of authority between relevant sectors and fields to ensure synchronization, comprehensiveness, connectivity, no omission or overlap, or overlap of tasks.
