Reserve allowances for part-time workers

Mr. Nguyen Van Hung (character's name has been changed) said that he was previously a commune-level cadre and civil servant assigned to concurrently hold the position of non-professional worker according to the job position plan prescribed in Decree 33/2023/ND-CP.

After implementing the arrangement of the State apparatus and implementing the 2-level local government model, he wondered whether he would continue to receive this concurrent allowance or not.

Mr. Hung said that according to Official Dispatch No. 16/CV-BCD dated August 9, 2025 of the Steering Committee for the arrangement of administrative units at all levels and building a 2-level local government model to allow the reservation of concurrent allowances for a period of 6 months.

However, up to now, there has not been a specific document guiding the locality as a basis for continuing to pay or terminate the payment of this allowance, leading to confusion in the implementation process.

Regarding Mr. Hung's reflection and recommendation, the Ministry of Home Affairs responded on the Electronic Information Portal.

Pursuant to Resolution No. 76/2025/QH15 of the National Assembly Standing Committee on the arrangement of administrative units in 2025 and at Points 1.1.4 and 1.24, Clause 1, Section V of Decision No. 759/QD-TTg dated April 14, 2025 of the Prime Minister on approving the project to arrange and reorganize administrative units at all levels and build a model for organizing local government at both levels, the Steering Committee for implementing the arrangement and reorganization of administrative units at all levels and building a model for organizing local government at both levels of the Government has issued the following documents: No. 3/CV-BCD dated April 15, 2025, No. 11/CV-BCD dated June 4, 2025 and No. 16/CV-BCD dated August 9, 2025 guiding the implementation ( Preservation or continued allowances) for cadres and civil servants when implementing the arrangement of local government at both levels from July 1, 2025.

In particular, in Official Dispatch No. 16/CV-BCD, statistics on the types of allowances applied according to the provisions of law have been made.

Accordingly, current salary allowance regimes include: leadership position allowance; seniority allowance beyond the framework; concurrent allowance; regional allowance; special allowance; attraction allowance; mobile allowance; toxic and dangerous allowance; work responsibility allowance; national defense and security service allowance; seniority allowance; occupational responsibility allowance; preferential allowance according to the profession; special allowance applied to the armed forces; long-term work allowance in areas with particularly difficult socio-economic conditions; public service allowance; allowance for party and political and social work; allowance for responsibility for internal political protection work; allowance for concurrent positions at the commune level.

The organization and implementation of policies for cadres, civil servants and public employees in Can Tho City is under the authority of the Chairman of the City People's Committee.
