23,000 civil servants and public employees decide to retire early or quit their jobs
There have been more than 23,000 civil servants and public employees who have retired early or quit their jobs according to job requirements, in accordance with the spirit of Decree 178.
At the regular Government meeting in May 2025 held on June 4, Minister of Home Affairs Pham Thi Thanh Tra said that last May was a very special month, a "sprint" month when we both carried out tasks and goals to promote socio-economic development to achieve optimistic results and were determined to carry out the arrangement of administrative units at all levels as well as local authorities at both levels with the strong direction of the Government, the Prime Minister and the entire political system.
According to the plan, 52 provincial-level administrative units (to 23 provinces) will be reorganized and eventually there will be 34 provinces and centrally run cities; at the same time, 10,035 commune-level administrative units have been reorganized, with the remaining 3,321 commune-level administrative units, reaching 67.9%.
To achieve this result, the Minister emphasized the importance of the determination of the entire political system, including the very important decisive leadership role of the Government and the Prime Minister, the high consensus and unity of cadres, civil servants and public employees of the entire political system. Moreover, there is a very high consensus and unity of society and the people.
"The initial results achieved as at present will create a new development space, creating conditions for us to restructure the entire administrative unit of the country to enter a new development stage," Minister Pham Thi Thanh Tra emphasized.

Notably, Minister of Home Affairs Pham Thi Thanh Tra also said that the arrangement of the apparatus of the entire political system is also being implemented very urgently, very synchronously and drastically.
To date, more than 23,000 civil servants and public employees have retired in accordance with regulations such as early retirement, leave work according to job requirements, in accordance with the spirit of Decree 178 of the Government.
In the coming time, about 9,000 civil servants and public employees will continue to retire in accordance with current regulations.
