Commune chairman is responsible for definitively handling the insurance debt case of workers

The province directs communes to drastically handle and report progress

In August 2026, Vice Chairman of Quang Ngai Provincial People's Committee Nguyen Ngoc Sam requested to definitively handle the prolonged social insurance debt situation at the Dak Ha Commune Public Service Supply Center.

The province assigned Dak Ha Commune People's Committee to be responsible for presiding over and directly directing the center to urgently and seriously implement all contents and remedial requirements according to the Conclusion of the Provincial Party Committee's Inspection Committee and Inspection Conclusion No. 1265/KL-BHXH dated August 14, 2020 of the Director of Kon Tum Provincial Social Insurance (old).

Dak Ha Commune People's Committee organizes a comprehensive review of relevant dossiers and documents; fully and accurately determines the amount of social insurance debt, period and causes of occurrence.

The implementation plan must clearly define each work content, not allowing the consideration and determination of responsibilities of relevant collectives and individuals to affect or prolong the remedy of consequences and the settlement of workers' rights.

At the same time, Dak Ha Commune People's Committee must report the results and progress of implementation to the Provincial People's Committee in September 2026.

Workers struggle because of insurance debt

As Lao Dong Newspaper has reported, 35 workers and laborers in Dak Ha commune are owed insurance for a long time, having to fend for themselves to pay insurance money and pay hospital fees, leading to the loss of many basic rights.

This is a case that caused public outrage related to the situation of insurance debt. Previously, in April 2022, the Inspection Committee of the Kon Tum Provincial Party Committee (old) announced the conclusion: Although there were no signs of profiteering from the social insurance fund at the Dak Ha District Environment and Urban Services Center (old), some unit leaders had violations, leading to the failure to pay insurance money for 35 workers, civil servants and laborers.

Functional agencies requested to recover the amount of social insurance, health insurance, unemployment insurance, occupational accident insurance and late payment interest, with a total amount of up to hundreds of millions of VND.

Accordingly, for the period from 2007-2015, the center must overcome and pay more than 512 million VND. The period from 2016-2022 must overcome more than 579 million VND.

However, after many years, although the provincial level has directed and announced conclusions, the remediation is still slow, not completed, leaving many consequences and causing frustration for workers and laborers doing environmental work.
