Police investigate the case of 20 workers being late in paying their salaries

Delayed payment of nearly 300 million VND in workers' salaries

According to the employee's report, on November 20, 2025, workers started working with T.A.P MARINE Co., Ltd. (Ninh Hoa ward, Khanh Hoa province) in the form of seasonal labor, without labor contracts, and regimes according to agreements between the two parties. Working location at Thai Binh Duong Shipbuilding Company (Tien Lang commune, Hai Phong), the specific job is to complete interiors on the ship with a monthly salary agreement twice on the 15th and 30th of each month.

However, from April to June 2026, the company did not pay salaries to employees, business leaders repeatedly promised but "disappeared". The total salary of 20 workers that the company has not paid is nearly 300 million VND. Employees also reflected that business leaders, instead of resolving petitions, blocked contact with some workers, showing that the company does not cooperate and deliberately does not pay salaries.

Talking to a reporter of Lao Dong Newspaper on the morning of September 8, Mr. Pham Sy Quynh (from Khanh Hoa province) said that before the incident occurred, this company had repeatedly delayed workers' salaries. In a phone conversation with workers, a leader of T.A.P MARINE Co., Ltd. said that the company currently does not have enough capacity to pay workers' salaries, requesting a salary reduction.

Workers worked hard for 3 months but are still owed wages at the present time. We hope the company will soon respond and come up with a solution instead of cutting off contact with workers. At the same time, we hope the Police and Trade Union agencies will coordinate to investigate, verify, and handle, ensuring the rights of workers" - Mr. Quynh, representing the workers, shared.

Functional agencies get involved

Before this incident, Tien Lang Commune People's Committee assigned the Commune Police to preside over and coordinate with relevant agencies and units to verify and clarify the incident.

Initial verification results of Tien Lang Commune Police show that on November 21, 2025, Pacific Shipbuilding Joint Stock Company and T.A.P MARINE Co., Ltd. signed an economic contract on the construction and installation of CSV18 cable-stayed ship interior systems, constructed at Pacific Shipbuilding Joint Stock Company. During the contract implementation, Mr. Le Minh Tau - Director of T.A.P MARINE Co., Ltd. hired Mr. Pham Sy Quynh as construction supervisor; then Mr. Quynh directly hired more workers to carry out the work. On June 10, 2026, the project was inspected and completed, but the company has not yet paid salaries for April, May, and June 2026 to employees.

On the side of Thai Binh Duong Shipbuilding Joint Stock Company, this unit paid T.A.P MARINE Co., Ltd. the amount of 3,633,076,862 VND/4,471,794,769 VND, including an advance of 950 million VND to T.A.P MARINE Co., Ltd. to pay salaries to employees (April 8, 2026). Thai Binh Duong Company also repeatedly contacted and requested Mr. Le Minh Tau to come for acceptance, finalization, invoice issuance and contract liquidation, but Mr. Tau has not coordinated.

Talking to Lao Dong Newspaper, Mr. Vu Ngoc Thuc - Head of Policy and Law Department of Hai Phong City Labor Federation - said that after receiving feedback, Hai Phong City Labor Federation contacted relevant parties to verify and handle, but T.A.P MARINE Co., Ltd. could not contact. Therefore, Hai Phong City Labor Federation coordinated with Khanh Hoa Provincial Labor Federation to coordinate verification and work with businesses to soon have a solution for workers.

According to a representative of the Tien Lang Commune Trade Union, the unit is also coordinating with functional agencies to verify the case. In the immediate future, the Commune Trade Union will continue to grasp the situation of workers; coordinate with the Commune Police to propagate to workers to comply with legal regulations in the process of resolving rights, without affecting security and order in the area.
