Once a medical facility serving a large number of people, Yen Bai Transport Hospital (GTVT) for many years has become a "bottleneck" in the process of arranging and transferring to local management.

The consequence is that dozens of officials and employees fall into a situation of late salaries and prolonged social insurance debts.

According to the investigation of Lao Dong Newspaper reporters, on May 26, 2025, the Ministry of Finance issued a decision to transfer the entire medical examination and treatment facility of Yen Bai GTVT Hospital from the Ministry of Construction to Yen Bai Provincial People's Committee for management and use.

Specifically, the total original value of assets transferred is more than 35 billion VND, the remaining value according to accounting books is nearly 22 billion VND.

In which, the land and house area at No. 170 Thanh Nien street (now belonging to Yen Bai ward, Lao Cai province) has a original value of more than 13.48 billion VND, the remaining value is more than 11.23 billion VND.

On May 26, 2026, the Department of Transport Health (Ministry of Construction) coordinated with the Lao Cai Provincial Department of Health to organize a working session to exchange plans for handover and reception of Yen Bai Transport Hospital with the participation of representatives of relevant agencies under the Ministry of Construction and the Lao Cai Provincial People's Committee.

The Ministry of Construction and the Department of Transport Health believe that the transfer must be carried out according to Decision No. 1922 of the Prime Minister, i.e., the locality receiving the hospital in its original state, including the organizational structure, personnel and all assets.

Lao Cai Provincial Department of Finance proposes to hire a consulting unit to review and re-evaluate the value of assets before receiving them.

However, the Department of Transport Health believes that the Ministry of Finance's Decision stipulates that the transfer is carried out in the form of handing over the original state of public assets between state agencies, without setting a procedure for re-evaluating the value of assets before receiving them.

Notably, Yen Bai GTVT Hospital currently has no financial resources to hire an appraisal consulting unit. If it continues to request a re-evaluation of assets before receiving them, the handover process may continue to be prolonged.

According to the Department of Transport Health, the prolonged transition process has seriously affected the lives, psychology and jobs of civil servants and workers.

If the unification of the receiving plan continues to be delayed, the risk of employees resigning or not continuing to participate in managing and maintaining the unit's operations is very high.

This not only affects the rights of workers but also poses a risk of loss, degradation of public assets, difficulties in managing records and documents, and the emergence of prolonged complaints.

From the above reality, the Department of Transport Health has requested the Minister of Construction to report to the Prime Minister for consideration and direction on the plan to receive Yen Bai Transport Hospital; clarify the method of handling assets, finances, debts, personnel and responsibilities of relevant parties in the transitional period.

At the same time, this agency also proposed to allocate additional funds in 2026-2027 to maintain the minimum force to manage and protect public assets, store records and documents, and perform arising tasks until the handover of Yen Bai GTVT Hospital is completed.
