Still receiving the July 2026 pension without authorization
Hanoi - People who have not authorized to receive pensions are still paid pensions and July allowances.
Talking to Lao Dong Newspaper, a representative of Hanoi City Social Insurance said that from July 1, 2026, the Government will implement an adjustment to increase the pension level, social insurance allowance (BHXH) and monthly allowance by 8% compared to the level enjoyed in June 2026 for subjects who are enjoying before July 1.
The adjustment is implemented according to Decree 162/2026/ND-CP with specific levels as follows: Increase by 8% for all people subject to adjustment. If after an increase of 8%, the benefit level is still equal to or below 3.5 million VND/person/month, the beneficiary will be added 300,000 VND/person/month. People with a benefit level from 3.5 to under 3.8 million VND/person/month will be adjusted to increase to 3.8 million VND/person/month.
According to Hanoi Social Insurance, as of now, the total number of people on the list to pay pensions and social insurance allowances in July 2026 (phase 1) is 607,107 cases with a total amount of more than 4,540 billion VND.
In which, the number of people receiving through personal ATM accounts is 604,718 people (99.6%) with an amount of more than 4,500 billion VND. The number of people receiving in cash at payment points is 2,389 people (0.4%) with an amount of more than 40 billion VND.
Representatives of Hanoi Social Insurance said that in July 2026, the unit will still pay pensions normally to those who have not completed the authorization to receive pensions.
For cases that have not yet exercised authorization to receive pensions, the Hanoi City Social Insurance agency shall make a separate list for management and review. Along with that, the unit continues to propagate and urge people to complete the procedures for authorizing pensions in accordance with regulations. At the same time, Hanoi City Social Insurance continues to coordinate with the People's Committees of wards, communes, and the Hanoi City Public Administration Service Center to support people in carrying out authorization procedures.
According to Phan Van Phuc, Director of the City Public Administrative Service Center, based on the provisions of the Law on Social Insurance, all authorization letters to receive pensions and social insurance allowances issued previously expire from June 30, 2026.
In Hanoi, there are 92,364 people who must re-perform authorization procedures.
By July 2, out of a total of 92,364 cases requiring re-procedures, about 78,000 cases had been resolved, of which nearly 10,000 cases were directly served at home by the center.
It is known that Chairman of Hanoi People's Committee Vu Dai Thang also requested the Public Administration Service Center and public administrative service points at the grassroots level to continue to improve the spirit of responsibility, taking the level of satisfaction of people and businesses as an important criterion to evaluate the quality of officials and civil servants.
According to the Chairman of the City People's Committee, in the time before completing the transfer of all tasks to the commune and ward levels, the Public Administration Service Center must still be directly responsible for the service quality at transaction points. Therefore, special attention should be paid to the service attitude, communication skills and sense of responsibility of the team of officials directly contacting people.
The Chairman of the City People's Committee also requested communes and wards, although officials at public administrative service points are not locally staffed, to still coordinate in supervising, reminding and evaluating the process of task implementation.
For the people, this is a unified system. People do not distinguish between officials belonging to the Public Administrative Service Center or belonging to communes and wards. Therefore, all officials directly working with the people must correctly implement their working style and service spirit, taking the satisfaction of the people and businesses as a measure to assess the level of task completion" - Chairman of the City People's Committee emphasized.
On July 4, the Hanoi City Public Administration Service Center issued Notice No. 128/TB-TTPVHCC on continuing to organize work on Saturday morning at Digital Public Service Support Points in the city.
This is to focus on implementing key tasks, especially supporting people with meritorious services and the elderly to carry out procedures for certifying powers of attorney to receive pensions and social insurance allowances according to new regulations in Hanoi City.
