16m2 - 18m2 rooms are no longer suitable for worker households
Many 16m2 rooms at the Hoa Cam Industrial Park worker housing project, Da Nang City are cramped and inconvenient, not meeting living space.
Small, cramped room
The worker housing project in Hoa Cam Industrial Park, Da Nang City is built on an area of nearly 28,000m2 with a total investment of 70 billion VND. The project includes three building blocks with 285 rooms, starting operation in 2021.
However, only 74 rooms in one building block are rented, the other two building blocks are vacant. The reason is that the designed area of each room is only 16 to 18m2 wide, not meeting the living space for worker families.
Ms. Le Thi Be's family with three children is a typical case. Ms. Be shared: "Before, when the children were young, I had to spend 3 million VND to rent a bunk bed for them to sleep; now the children are older, the small room is cramped and not enough living space, so the two older children have to go out to rent a room to work and then live separately.
Ms. Nguyen Thi Chien's family also had to spend nearly 4 million VND to build multi-layered iron beds for her two sons. Because the ceiling is low, her children often have to bend their backs when climbing onto the bed to sleep. Ms. Chien said: "Sleeping is so hard, and the study and eating of the two children is also no less difficult when they have to use a small folding table to avoid occupying the room area.
Renovation will be completed in 2027
Mr. Le Van Tuan - Deputy Director of Da Nang City Department of Construction - said that the room design from 16 - 18m2 at the Hoa Cam project is no longer suitable for the needs of worker households. The city currently has a policy to renovate this housing area to convert to a social housing model for rent with a scale of 200 apartments with a more suitable area. This project is assigned to the Project Management Board of Civil Works and Technical Infrastructure as the investor, with the goal of completion in 2027.
Regarding the overall social housing fund, Da Nang reached the milestone of 20,000 apartments in 2025. Of this, the city budget invested about 3,500 billion VND to build 11,000 state-owned apartments. According to Resolution 07 and the target assigned by the Government, the city sets a target to reach more than 26,000 apartments by 2030. However, the city has proactively planned 36 projects with a total scale of about 31,000 apartments, exceeding the set target.
Up to now, the city government has approved the investment policy for 24 projects, equivalent to 22,000 apartments. Functional agencies are continuing to complete procedures for the remaining 12 projects. The city focuses on key areas such as the housing project in Hai Van ward with 735 units and the project in Chu Lai open economic zone with 538 units, expected to be completed in 2027.
Mr. Tuan affirmed: "To reduce the cost of social housing, Da Nang city is developing a resolution on preferential policies for investors, which will exempt all site clearance costs and technical infrastructure investment within the project area. This is an important effort to help workers access rental prices and apartment purchase prices at a more reasonable level.
The Department of Construction also committed to promoting administrative procedure reform and supporting workers through online consultation sections. Mr. Le Van Tuan affirmed: "All recommendations and questions from workers will be answered by us within 24 hours. We hope this companionship will promptly remove difficulties for workers.
