Promoting courage, affirming the role in building a modern and strong Vietnamese working class
On this day, 5 years ago, on August 18, 2020, the Party Committee of the Vietnam General Confederation of Labor (VGCL) held a congress of delegates for the 2020-2025 term. Over the term, the Party Committee of the Vietnam General Confederation of Labor has overcome many difficulties and challenges to excellently complete its tasks, promoting the core political leadership role of the Party organization operating at the Central agency of the Vietnam Trade Union.
Affirming the bravery of the Party organization in the trade union system
The Party Congress of the Vietnam General Confederation of Labor for the 2020-2025 term began right at the time of the COVID-19 outbreak, deeply affecting economic and social life. Especially the lives of union members, workers and laborers.
As soon as the epidemic appeared, the Vietnam General Confederation of Labor quickly issued many documents directing and guiding trade unions at all levels to coordinate with authorities and enterprises to implement epidemic prevention and control measures. Specific actions such as: Mobilizing union members to strictly comply with the 5K regulation, participating in community COVID groups, supporting tracing work, vaccination propaganda... have contributed to raising awareness of epidemic prevention among workers, civil servants, and laborers.
The Trade Union has clearly demonstrated its role as a reliable support for workers, implementing a series of support policies. From the Golden Heart Social Support Fund, trade unions at all levels have promptly presented millions of gifts, necessities, and cash to affected union members. Many initiatives such as "Zero-dong supermarket", "Love trip", "Rice ATM", "Union Security bag" ... have been widely implemented, bringing warm sharing during the days of isolation and blockade.
In the fierce fight against the COVID-19 pandemic, the Vietnam Trade Union has clearly demonstrated its role as a "trustworthy companion of workers" and "a bridge between the Party, the State and workers and laborers". In which, there is a great role of the Party Committee of the Vietnam General Confederation of Labor in leadership and direction. The proactiveness, flexibility, creativity and humanity of the Trade Union organization have contributed significantly to helping the country overcome challenges, stabilize people's lives and restore the socio-economy.
The above is just one of the typical examples of affirming courage in facing challenges.
The draft Political Report of the Executive Committee of the Vietnam General Confederation of Labor to the 1st Congress of the Vietnam General Confederation of Labor Party Committee, term 2025-2030, clearly stated: During the term of the Vietnam General Confederation of Labor Party Committee, it advised the Politburo to issue Resolution No. 02-NQ/TW dated June 12, 2021 on "Innovation of organization and operation of Vietnam Trade Union in the new situation" to create an important political basis for orienting the innovation of organization and operation of Vietnam Trade Union. Direct the issuance and implementation of the Action Program of the Executive Committee of the Vietnam General Confederation of Labor to implement Resolution 02 in conjunction with the implementation of the Resolution of the 13th National Party Congress with 7 groups of tasks and solutions.
Up to now, at the Vietnam General Confederation of Labor level, 14/35 projects and plans to specify the content of the Resolution have been issued and implemented; 21 contents are continuing to be studied and proposed. 100% of provincial and sectoral trade unions specify implementation through promulgating and implementing programs, plans, projects and models.
In addition, the Party Committee of the Vietnam General Confederation of Labor has successfully organized the 13th Congress of the Vietnam General Confederation of Labor to truly be the Congress "Innovation, democracy, solidarity, development", marking a new development period of the Trade Union organization; actively innovating and improving the quality of participation in developing policies and laws related to workers; promoting the role of members of the National Wage Council in proposing to negotiate the annual minimum wage adjustment level in accordance with the actual situation, harmonizing the interests of workers and enterprises.
Focus on building and completing the draft dossier of the Trade Union Law (amended), submitting to the National Assembly (term XV) for approval at the 8th session, creating an important legal corridor for the Vietnam Trade Union organization in attracting, gathering, and protecting the rights of workers...
Promoting the pioneering role
On February 10, 2025, the Party Committee of the Vietnam General Confederation of Labor was established on the basis of the functions and tasks of the Party Committee of the Vietnam General Confederation of Labor and the Party Committee of the Vietnam General Confederation of Labor (formerly under the Party Committee of the Central Agencies) with 14 affiliated party organizations and 520 party members.
On July 11, 2025, based on the Party's policies and resolutions and the Project to rearrange affiliated Party organizations in accordance with the post-reorganization model, the Party Committee of the Vietnam General Confederation of Labor continued to be reorganized and established with 11 affiliated Party organizations, over 500 Party members.
The Party Committee of the Vietnam General Confederation of Labor is the direct superior party organization of the grassroots party organization, directly under the Party Committee of the Fatherland Front, Central organizations; under the leadership and direction of the Politburo, the Secretariat on political orientation, important work contents in performing the political tasks of the Vietnam Trade Union organization and under the leadership of the Party Committee of the Fatherland Front, Central organizations.
The Party Committee of the Vietnam General Confederation of Labor determined: The 2025 - 2030 term is a period of special significance to the country's development, realizing the Strategic goal set for 2030 (the 100th anniversary of the founding of the Party) to make Vietnam a developing country with modern industry and high average income. The working class has developed in both quantity and quality, maintaining the role of the revolutionary leadership class, the core of the alliance with the peasantry and intellectuals.
The goal of the term is determined to build a clean, strong and comprehensive Vietnam General Confederation of Labor Party Committee, truly the political core leading the trade union system to successfully carry out assigned tasks. Strongly innovate the content and leadership methods of Party committees; improve staff capacity, modernize direction and management in a professional, effective, flexible manner, adapting to the requirements of the digital transformation period.
Promote the pioneering role of the Trade Union organization in building a modern and strong Vietnamese working class; represent, care for, and protect the legitimate and legal rights and interests of workers; arouse patriotism, self-reliance and aspiration to develop a prosperous and happy country.
Union officials expect the Party Congress of the Vietnam General Confederation of Labor for the 2025-2030 term
Lao Dong Newspaper recorded the assessment opinions and expectations of trade union officials for the Party Congress of the Vietnam General Confederation of Labor for the 2025 - 2030 term.
Mr. Pham Minh Hieu - Party Committee member, Vice Chairman of the Fatherland Front Committee, Chairman of the Phu Lang Commune Trade Union (Bac Ninh Province):
During the past term, I have noticed that the Party Committee of the Vietnam General Confederation of Labor (VGCL) has actively innovated and improved the quality of participation in developing policies and laws related to workers; discovered and proposed many recommendations and suggestions on law making to better care for and protect the rights of workers, contributing to removing difficulties in housing, medical examination and treatment... for workers.
The Party Committee has also directed and promoted the role of members of the National Wage Council in proposing to negotiate the annual minimum wage adjustment level in accordance with the actual situation, harmonizing the interests of employees and enterprises. I always follow the developments of the National Wage Council meetings, see the role of trade unions in negotiating salary increases and improving workers' lives.
Along with that, focus on building and completing the draft dossier of the Trade Union Law (amended), submitting to the National Assembly (term XV) for approval at the 8th session, creating an important legal corridor for the Vietnam Trade Union organization in attracting, gathering, and protecting the rights of workers.
In the 2025 - 2030 term, I hope that the Party Committee and leaders of the Trade Union will actively coordinate with ministries and branches to participate in developing laws and policies directly related to workers, focusing on laws related to workers' rights. At the same time, strengthen social criticism, supervise policy implementation at the grassroots level, recommend improving policies on minimum wages, working hours, rest, quality of shift meals, working conditions... so that workers can increasingly enjoy better policies, helping them feel secure in their work.

As a union cadre directly involved in propaganda for the workers' movement and civil servants, and union activities, I hope that the Party Committee in the new term will continue to lead and direct the strengthening of propaganda and political and ideological education among union members and workers; innovate the content and methods of propaganda in a flexible direction, suitable for each subject, each industry and field. In the new context, if this work is done well, it will help union members and workers increasingly have more trust in the Trade Union organization and the Party.
I hope the Party Committee of the Vietnam General Confederation of Labor in the new term will continue to lead and direct to strengthen the grasp of the thoughts, aspirations, and public opinion among workers and laborers. Along with that, promoting the role of the team of public opinion collaborators, the grassroots trade union system, and the trade union's communication channels in public orientation, contributing to maintaining political stability and social order and safety in key areas.

Some outstanding results for the 2020-2025 term
During the past term, the Party Committee of the Vietnam General Confederation of Labor has led and directed many major programs of the Trade Union organization to attract a large number of union members and workers to participate, typically the Program "75 thousand initiatives to overcome difficulties and develop", the Program "01 million initiatives, efforts to overcome difficulties, creativity and determination to defeat the COVID-19 pandemic", the emulation movement to build a 500KV line 3 from Quang Trach (Quang Binh) to Pho Noi (Hung Yen) ...
Direct to improve efficiency, continue to improve programs and models of caring for union members and workers such as "Tet Sum Vay", "Union Shelter", "Workers' Month", "Union Tet Market" ... Prime Minister's Program for dialogue with workers, Workers' Forum chaired by the National Assembly Chairman, National Assembly delegates' programs to meet voters on topics with workers and workers are organized, promptly resolving many issues of concern and concern of union members and workers, and are also important channels contributing to perfecting policies and laws.
In the past 5 years, more than 5.1 million new union members have been admitted. The Trade Union actively coordinates with relevant agencies to monitor and provide social criticism, participate in giving comments on Party building, building a clean and strong government according to Decision 217, Decision 218 of 2013 of the Politburo. During his term, he introduced more than 572,000 outstanding union members to all Party committees for training and admission to the Party.
