According to the political report at the Congress, for the 2020 - 2025 term, implementing Resolution No. 1686/NQ-UBTVQH15 dated June 16, 2025 of the Standing Committee of the 14th National Assembly on the arrangement of administrative units of Thanh Hoa province, Ngoc Trao commune was established on the basis of merging 4 communes: Ngoc Trao, Thanh An, Thanh Long and Thanh Tam.

During the term, Ngoc Dao commune achieved many achievements in socio -economic development, ensuring national defense and security, building the Party and the political system. The average income per capita in 2025 reached 60.8 million. The economic structure shifted in a positive way, increasing the proportion of industry and services, reducing the proportion of agriculture.

The new rural construction program has been implemented by the Party Committee and the Steering Committee for the construction of old communes in synchronous, focused and focused centers; Annually assign specific targets and tasks to agencies and units. The face of the countryside is increasingly spacious, clean, the environment is improved.

For the 2025 - 2030 term, with the motto "Solidarity - Responsibility - Innovation - Development", the Commune Party Committee identified key tasks such as: strengthening the building of a clean and strong Party and political system; sustainable economic development, improving quality, efficiency, and competitiveness.

The commune will focus on breakthroughs: building and perfecting the socio -economic infrastructure system synchronously and modernly (focusing on transportation, health and education); attracting investment in infrastructure of industrial clusters; Promote the application of science and technology, change numbers in party agencies, authorities, Fatherland Front and mass organizations. At the same time, building a contingent of cadres, civil servants and public employees, especially managers with strong political bravery; Promoting the revolutionary tradition of the heroic battlefield, proactively overcoming difficulties, determined to fulfill the goals and tasks set out.

In his speech, Mr. Vo Manh Son suggested that the Ngoc Trao Commune Party Committee closely follow the direction of the Central and Provincial Party Committee; innovate thinking and working methods towards being closer to the people, closer to the people; take the efficiency of work and products serving the people as the highest goal.

Immediately after the Congress, the Commune Party Executive Committee needs to lead, direct and thoroughly grasp the cadres, party members and people on the Party's guidelines, the State's legal policies on arranging administrative units and two -level local government organizations; uphold the spirit of solidarity, unity, creating social consensus, considering this as endogenous strength to overcome difficulties and challenges. At the same time, taking care of cultural and social development, improving the spiritual life for the people; Building a contingent of cadres and party members "bright mind, high mind, strong bravery, close to the people, responsible for the people".

At the Congress, the Standing Committee of the Provincial Party Committee announced the decisions to appoint the Executive Committee, the Standing Committee, the Secretary, the Deputy Secretary, the Chairman, the Vice Chairman of the Commune Party Committee Inspection Committee for the term 2025 - 2030. Mr. Le Xuan Binh was appointed to hold the position of Secretary of the Party Committee of Ngoc Dao Commune.
