Cadres, civil servants and information provided on the National Database on Cadres, Civil Servants
The new Government has issued Decree No. 27/2026/ND-CP regulating the national database on cadres, civil servants, and public employees.
In which, regulations on information and data on cadres, civil servants, and public employees provided on the National Database on cadres, civil servants, and public employees are based on Article 15.
Article 15. Information and data on cadres, civil servants, and public employees provided on the National Database on cadres, civil servants, and public employees
1. Provide to agencies, organizations, and units:
a) Data sharing for the purpose of resolving administrative procedures for cadres, civil servants, and public employees;
b) Synchronize data to standardize and unify data between databases and related information systems of agencies, organizations, and units with data in the National Database on cadres, civil servants, and public employees;
c) Synthesized, statistical, and analyzed data on cadres, civil servants, and public employees; extracted horizontally and extracted electronic dossiers of cadres, civil servants, and public employees serving the leadership, direction, administration, and management of cadres, civil servants, and public employees of competent agencies;
d) Data sharing to serve the training and fostering of cadres, civil servants, and public employees; planning policies, laws, and development strategies for cadres, civil servants, and public employees; research activities, improving the quality of training, and developing human resources;
e) Electronic records of cadres, civil servants, and public employees serving the planning, transfer, appointment, and rotation of cadres, civil servants, and public employees and according to the management requirements of cadres, civil servants, and public employees of competent agencies;
e) Confirming according to authority the contents specified in Point a, Clause 2 of this Article. The confirmation and request for information of the confirmation content shall be carried out in accordance with the provisions of law on electronic transactions.
2. Providing to cadres, civil servants, and public employees:
a) Searching and extracting information, data, electronic dossiers of cadres, civil servants, and public employees; Electronic curriculum vitae, excerpts, transcripts of electronic dossiers, work process information, salary developments, task performance results; emulation and commendation; training and fostering process;
b) Notices on the exercise of rights and obligations of cadres, civil servants, and public employees: salary increases according to term, expiration of appointment term, electronic dossier updates; surveys of opinions of cadres, civil servants, and public employees; information on documents and policies related to cadres, civil servants, public employees and other contents as prescribed.
3. The exploitation and use of information and data provided to agencies, organizations, and individuals specified in Clauses 1 and 2 of this Article shall be carried out according to the methods specified in Article 14.
4. Information and data provided to agencies, organizations, and individuals specified in Clauses 1 and 2 of this Article shall be consistent with the authority, role, scope of exploitation and use of agencies, organizations, and individuals to ensure information security and protect personal data, avoiding cases of abusing exploitation and use for improper purposes.
5. The Ministry of Home Affairs guides the exploitation and use of information and data on cadres, civil servants, and public employees in the process of deploying information and data provision on the National Database on cadres, civil servants, and public employees.
