Children whose parents died due to storm No. 3 are given savings books by the Union
The Vietnam General Confederation of Labor has just issued a Decision on supporting orphans who are children of union members and workers who died due to storm No. 3 (Yagi).
On November 13, Mr. Phan Van Anh - Vice President of the Vietnam General Confederation of Labor said that the Presidium of the Vietnam General Confederation of Labor has decided and issued regulations on support for orphans who are children of union members and workers who died due to storm No. 3 (Yagi) through the form of giving the "Union and Children Continue Stepping" Savings Book.
The beneficiaries are children under 16 years old whose father or mother, or both father and mother are union members, or workers with signed labor contracts (including cases where the father or mother is a single person) who died due to storm No. 3 (Yagi). In case union members and workers die or are adopted, they must ensure full legal procedures on the conditions, order, and adoption procedures.
In case both father and mother die but only 1 person is a union member or worker, they will still enjoy this policy and will receive the regime for children of union members or workers who die of both father and mother.
Regarding support, the Vietnam Trade Union will give "Union and Children Continue Stepping" savings books to orphans under 16 years old who are children of union members, workers whose father or mother or both parents died due to storm No. 3 (Yagi).
The savings book is given to the legal guardian of the child, including the father or mother, or the legal guardian confirmed by the competent authority. Only the legal guardian of the child can receive and manage the "Vietnam Trade Union Savings Book" on behalf of the child according to the principle of "1 book, only 1 guardian manages".
Every year, at the beginning of the new school year or on the occasion of Lunar New Year, the Trade Union coordinates with the guardian to withdraw the deposit interest to give to the children, close the book and hand over the principal when the children turn 18 years old. In case the children have moved to another place, the guardian is responsible for receiving the books and taking care of them according to regulations.
In case the children's families (including children or caregivers or both sides) have moved from the locality where the union member or worker died due to Typhoon Yagi), the locality that receives the children who are eligible for support to return to their place of residence will be the unit directly in charge of implementing procedures to support the children's savings book donation, and at the same time contact the local Labor Federation where the children's father/mother is a union member or a worker who died due to Typhoon Yagi to accurately confirm the case of the union member or worker who died due to Typhoon Yagi as the children's father/mother and has not yet completed the procedures to receive support for the Vietnam Trade Union savings book (this document replaces the list of children receiving the savings book confirmed by the grassroots trade union).
The children's families must ensure to provide complete documents according to the provisions of this Decision.
According to the Vietnam General Confederation of Labor, the support level for children under 16 years old whose father or mother is a union member or a deceased worker is given a savings book worth VND 10,000,000/child; for children under 16 years old whose father and mother are both union members or a deceased worker is given a savings book worth VND 20,000,000/child (including cases where the father or mother is a single person). The support period is before December 31, 2024.
