Inspectorate shows violations of labor regulations at 3 seafood enterprises
The Inspectorate of Ca Mau province discovered 3 seafood enterprises employing dozens of workers but have not registered their labor regulations according to regulations.
Using over 10 workers but forgetting to register labor regulations
According to the inspection conclusion officially announced on January 22 on compliance with labor law, social insurance, unemployment insurance and occupational safety and hygiene, Qui Dien Seafood Import-Export Service - Trading Joint Stock Company; Thinh Long Artistic Technology Company Limited and Camimex Foods Joint Stock Company all committed the same violation: constructing but not registering labor regulations according to the law.
At Qui Dien Seafood Import-Export Trading and Service Joint Stock Company (headquartered in An Xuyen Ward, Ca Mau Province) operating in the field of processing, preserving seafood and seafood products, at the time of inspection, the company had 38 employees working. Of these, only 9 workers signed labor contracts in writing, the rest were seasonal workers when raw materials were available, with a total time of less than 112 hours per month.

Similarly, Thinh Long Biotechnology Company Limited (Luong The Tran commune, Ca Mau province) has a total of 43 employees, including 11 female employees and 2 elderly employees who are business leaders. The company operates in the field of processing and processing seafood scrap, producing biochemical products such as chitin, chitosan, glucosamine and seafood products.
Camimex Foods Joint Stock Company (Tan Thanh Ward, Ca Mau Province) also employs 33 workers, including 12 female workers, mainly working in the field of seafood processing, preservation and trading.
According to the provisions of Clause 1, Article 119 of the 2019 Labor Code, employers with 10 or more employees must develop and register labor regulations with the state management agency on labor. However, all 3 enterprises, although having developed labor regulations, did not carry out registration procedures according to regulations.
Proposal for administrative handling
The inspection agency determined that the actions of enterprises were administrative violations in the labor sector according to Point b, Clause 2, Article 19 of Decree No. 12/2022/ND-CP of the Government.
During the direct inspection process, enterprises voluntarily reported and actively coordinated with the inspection team, thereby helping the authorities clarify the violation. After being pointed out for shortcomings, the units have proactively implemented remedial measures, completed the registration of labor regulations and reported the results in December 2025.

According to the inspection conclusion, the main reason for the violation is that the consulting department at the enterprise has to concurrently work many jobs, has not fully studied and promptly updated legal regulations on labor, social insurance, unemployment insurance and occupational safety and hygiene. In addition, the inspection and supervision of legal representatives at some enterprises is not regular.
Although businesses have voluntarily remedied the consequences during the inspection period, the Chief Inspector of Ca Mau province still recommends that the Director of the Department of Home Affairs consider handling each business for the act of "Not registering for labor regulations according to the provisions of law".
The inspection agency also requested businesses to continue to comprehensively review compliance with labor laws, especially regulations related to labor contracts, social insurance, unemployment insurance and occupational safety and hygiene, to ensure the legitimate rights and interests of employees in the production and business process.
