Starting salary of teachers is expected to increase from 1.7
From July 1, if salaries increase by 8% according to the Government's forecast, teachers' salaries and starting salaries will also increase accordingly.
Providing information on the salary reform roadmap, Deputy Prime Minister Pham Thi Thanh Tra said that it is expected that from July 1, 2026, the base salary level will be temporarily adjusted to increase by about 8%, and at the same time associated with the adjustment of pensions, allowances for people with meritorious services, support, allowances for social protection beneficiaries and support, social pension allowances.

The government is expected to increase the base salary by 8% from July 1. 2026. Currently, the base salary is 2,340,000 VND, if increased by 8% it will be 2,527,200 VND.
Teachers' income is calculated according to the formula:
Salary = Salary coefficient × Base salary
According to this formula, the base salary is an important basis for calculating teacher salaries. Therefore, if the base salary increases by 8%, the new base salary is also expected to increase. However, because teachers receive salaries according to a coefficient, total income will increase corresponding to the salary coefficient.
Below is the expected increase of some teacher positions if the base salary increases by 8%:
For preschool teachers, the starting coefficient is 2.1, corresponding to the current salary of about 4,914,000 VND/month, after increasing by 8% to about 5,307,000 VND/month, an increase of about 393,000 VND/month (excluding allowances).
For primary school, secondary school, and high school teachers of grade III, the starting salary coefficient is: 2.34, the current salary is about 5,775,000 VND/month. After the base salary increase, this level increases to about 5,913,000 VND/month (an increase of about 43,000 VND/month), (excluding allowances).
For teachers with higher salary coefficients, the increase will be higher, in addition to receiving additional allowances, the income of preschool and general education teachers will increase by about 500,000 VND to 1,500,000 VND.
The above calculations do not include any types of allowances.
From 2026, in addition to salary increases, teachers' allowances will also increase from the current 35% to 70%, with teachers in difficult areas being 100%, and allowances for school staff being 30%, according to Resolution 71 of the Politburo on breakthroughs in education and training development.
The implementation roadmap proposed by the Ministry of Education and Training includes two phases. Phase 1 (from 2026-2030), allowances for school staff are at 20%; a steady increase of 15% for teachers at preschool and general education levels, and an additional 5% increase in preferential allowances for teachers and lecturers of higher education institutions and vocational education institutions.
From 2031, the implementation of professional preferential allowances for preschool and general education teachers will be applied according to the provisions of Resolution No. 71-NQ/TW dated August 22, 2025 of the Politburo, which means a minimum preferential allowance of 30% for school staff and 70% for general education teachers.
