Regional allowance coefficient for cadres and civil servants in communes and wards of Ninh Binh province in 2026
The regional allowance coefficient for cadres and civil servants in communes and wards of Ninh Binh province is based on Circular 23/2025/TT-BNV of the Ministry of Home Affairs.
On December 24, 2025, the Minister of Home Affairs issued a Circular amending and supplementing a number of contents of Joint Circular No. 11/2005/TTLT-BNV-BLĐTBXH-BTC-UBDT dated January 5, 2005 of the Minister of Home Affairs, Minister of Labor, Invalids and Social Affairs, Minister of Finance and Minister, Chairman of the Committee for Ethnic Minorities on guiding the implementation of regional allowance regimes.
Circular 23/2025/TT-BNV takes effect from January 1, 2026.
Based on the Appendix to the list of areas applying regional allowances issued together with Circular 23/2025/TT-BNV, the latest regional allowance coefficient applied to communes and wards of Ninh Binh province is as follows:

This allowance coefficient is calculated according to the base salary. Up to now, the base salary is still being applied according to the provisions of Decree 73/2024/ND-CP. Accordingly, the base salary for 2026 currently being applied is 2,340,000 VND/month.
