New solution helps reduce hassle in resolving administrative procedures
Hai Phong - Tan Hung Ward implements the "Unscheduled Thursday" model to resolve administrative procedures on the same day.
In order to create favorable conditions for organizations and citizens in resolving administrative procedures, taking people as the center of service, and at the same time improving the responsibility and service attitude of the staff, Tan Hung Ward People's Committee (Hai Phong City) built and implemented the "Unscheduled Thursday" model at the Ward Public Administrative Service Center.
According to the plan, starting from February 1, 2026, every Thursday, individuals, organizations, agencies, and businesses when coming to resolve administrative procedures, if the dossiers are complete according to regulations, will be comprehensively supported and resolved on the same day, without a deadline for returning results. The model aims to save time and travel costs for people, while contributing to promoting digital transformation and building a modern administration.

Administrative procedures are carried out within the framework of the "Unscheduled Thursday" model, including 5 procedures in 3 fields, including: certifying copies from original papers and documents issued or certified by competent agencies and organizations of Vietnam or foreign countries; certifying signatures in papers and documents (applying both fingerprint certification and cases where the certifying requester cannot sign or fingerprint); death registration; issuing civil status copies from the original book; re-issuing business registration licenses.
The implementation of the "Unscheduled Thursday" model is considered a new test step in administrative procedure reform at the grassroots level, aiming to take people and organizations as the service center, contributing to improving public service efficiency, reducing inconvenience and increasing people's satisfaction.
