Deputy Prime Minister Nguyen Hoa Binh has just signed Decision No. 132/QD-TTg promulgating the Plan to implement the Law amending and supplementing a number of articles of the Law on Judicial Records (LLTP).

The plan assigns the Ministry of Public Security and ministries, ministerial-level agencies, government agencies, People's Committees of provinces and cities to organize the review and systematization of legal documents related to LLTP and amend, supplement, and abolish them according to their authority or propose competent authorities to amend, supplement, and abolish legal documents related to LLTP to comply with the law.

At the same time, organize the review, cancellation or amendment of the dossier components of administrative procedures requiring the submission of LLTP documents in accordance with the provisions of law; standardize and adjust the process of handling administrative procedures in the direction of exploiting LLTP information from the LLTP database, replacing the requirement for individuals to submit LLTP documents.

Ministries, ministerial-level agencies, agencies under the Government, People's Committees of provinces and cities must complete and send the results to the Ministry of Public Security before September 5 for synthesis and reporting to the Prime Minister for direction in ensuring the effectiveness of law enforcement.

The Ministry of Public Security shall preside over and coordinate with relevant agencies to develop a Joint Circular of the Minister of Public Security, Chief Justice of the Supreme People's Court, Chief Prosecutor of the Supreme People's Procuracy, Minister of National Defense, Minister of Justice regulating coordination in searching, verifying, exchanging, providing LLTP information, information related to criminals; Circular of the Minister of Public Security regulating the use of forms; management, use, exploitation of LLTP databases; procedures for granting LLTP certificates and providing LLTP information. Ensure that these Circulars take effect from July 1, 2026.

The Ministry of Public Security presides over the preparation of documents introducing the Law; Compile training documents; deploy in-depth training on the Law for cadres working in management, cadres directly working in state management of LLTP and public services issuing LLTP certificates, cadres working in teaching and researching law in the People's Public Security.

The Ministry of National Defense, the Ministry of Justice and ministries, ministerial-level agencies, and agencies under the Government organize training, dissemination, and dissemination of the content of the law in their sectors.
