The settlement of the salary debt of dozens of doctors in Lao Cai is still "stuck in place"

Nhóm PV (báo lao động) 06/11/2025 17:39 (GMT+7)

At 7am, Ms. Pham Thi Phuong (43 years old) quietly went to Yen Bai Transport Hospital. Opening the duty room door, seeing the deserted corridor, she was absent-minded for a long time and didn't know how to start a new day's work.

Hospital union from 65 union members to 17 people

When mentioning the time before 2021, Ms. Phuong's voice declined. At that time, she was a nurse, patients came to visit busily, many days of overtime until late at night. With an income of nearly 10 million VND/month, she raises two children to study, one of whom is now in college. "So for the past few years, my job has been just to look after the hospital, and I don't know what my salary is," she choked up, giving reporters a list of social insurance late payment for 3 years and 2 months displayed on national public service software.

In the same situation, for many years now, Mr. Lai Van Quynh - Head of the Organization Department, Chairman of the Trade Union of Yen Bai Transport Hospital - has been "going to the hospital gate" to work part-time and ship goods to have money to cover his living expenses.

Mr. Lai Van Quynh said that from 65 union members to now, the hospital union has only 17 people, and activities have also been interrupted. Like him and Ms. Nguyen Thi Hai Hoan (head accountant of the hospital) have not been paid for 48 months.

"Owed wages and late payment of social insurance for many years have greatly affected the lives and psychology of workers. After many petitions, even sending a petition to the Government, this situation has not been resolved" - Chairman of the Trade Union of Yen Bai Transport Hospital said.

Workers' wishes are legitimate

Some other doctors also shared that from the end of 2020, the Department of Transport Health (Ministry of Transport) will hand over to the locality for management and cut all regular operating expenses of the hospital. Meanwhile, the People's Committee of Yen Bai province has not yet received the hospital, leading to deterioration of facilities and no money to buy medicine and medical supplies. When the Ministry of Transport merged into the Ministry of Construction, Yen Bai province merged with Lao Cai province, the handover work continued to be interrupted.

The Department of Transport Health has sent a report to the Ministry of Construction on the difficult financial situation, unpaid wages, and insurance debts of staff and employees of Yen Bai Transport Hospital. The Department of Transport Health assessed the workers' wishes as legitimate.

To limit the occurrence of problems and problems in the process of waiting for handover to local management, the Department of Transport Health recommends that competent authorities consider funding support for the hospital to help the unit overcome difficulties in the transfer phase, stabilize operations and ensure the rights of workers.

Most recently, the Ministry of Construction issued a document requesting the Department of Transport Health to be responsible for organizing the care, preservation, and prevention of loss and deterioration of assets before completing the transfer of Yen Bai Transport Hospital to the Lao Cai Provincial People's Committee for management. At the same time, proactively coordinate and work with the People's Committee of Lao Cai province to completely hand over Yen Bai Transport Hospital and continue to resolve the problems in the past.
