Enhancing the role of trade unions in negotiating and signing collective labor agreements

The scientific conference in Quang Tri discussed solutions to enhance the role of trade unions in dialogue, negotiation and signing of collective labor agreements.

On October 15, the Quang Tri Provincial Federation of Labor (LDLD) organized a scientific workshop on the topic "Solutions to enhance the role of trade unions in dialogue, negotiation, signing and implementing collective labor agreements at enterprises in the old Quang Binh province".

Speaking at the workshop, Ms. Dinh Thi Ngoc Lan - Head of the workshop said that the research of the workshop comes from urgent requirements in the context of increasingly complex labor relations, workers have the right to freely establish their representative organizations according to international conventions.

Meanwhile, in the old Quang Binh area, many small-scale enterprises have not established trade unions, posing a potential risk of violating labor laws, especially in negotiating and signing collective labor agreements.

According to Ms. Lan, the research team surveyed 105 grassroots unions, enterprises and workers to assess the current situation, thereby building a system of solutions to promote the role of trade unions in protecting workers' rights and promoting harmonious and progressive labor relations.

The topic will be implemented in 18 months (from August 2024 to February 2026) with 3 main chapters, focusing on analyzing the theoretical basis, the current situation of dialogue and negotiation at enterprises and key groups of solutions. In particular, there are 5 groups of solutions to enhance the role of trade unions such as: perfecting policy mechanisms; improving the capacity of trade union officials; promoting propaganda; promoting the role of the parties' subjects; and strengthening state management of collective bargaining.

The results of the study will be an important basis for enhancing the effectiveness of negotiation and signing of collective labor agreements, contributing to building stable and progressive labor relations and better protecting the legitimate and legal rights and interests of workers.

The workshop will receive many comments from delegates to complete the report before protecting the provincial level in February 2026.
