Clause 1, Section III of Guidance 01/HD-BCA-V05 dated January 7, 2026 of the Ministry of Public Security on criteria for evaluating the results of activities of forces participating in protecting security and order at the grassroots level, stipulates the following evaluation principles:
The evaluation of the operating results of forces participating in protecting security and order at the grassroots level must ensure substance, publicity, democracy, accuracy, and objectivity; based on the results of the level of completion of assigned tasks in the year.
Not yet evaluating the Group, members of the Group are in the period of complaints and denunciations.
Do not evaluate newly established groups that have not been operating for 09 months; members of groups who have participated for less than 09 months in the year up to the time of evaluation.
Thus, the principle of evaluating grassroots security and order protection teams is stipulated as above.
