Authority to transfer Vice Chairman of the People's Committee at the commune level
Determine the authority to transfer the Vice Chairman of the People's Committee at the commune level according to the Law on Organization of Local Government 2025.
Article 41 of the Law on Organization of Local Government 2025 (effective from June 16, 2025) stipulates the authority to decide on the transfer of the Chairman of the People's Committee of the commune as follows:
Transferring and removing from the position of Chairman of the People's Committee and Vice Chairman of the People's Committee
1. The Prime Minister decides to transfer the Chairman of the People's Committee, Vice Chairman of the Provincial People's Committee; The Chairman of the Provincial People's Committee decides to transfer the Chairman of the People's Committee, Vice Chairman of the Commune People's Committee.

3. The Chairman of the People's Committee and the Vice Chairman of the People's Committee who are transferred or dismissed from their positions shall cease their duties from the date the transfer or dismissal decision takes effect.
Thus, the Chairman of the Provincial People's Committee has the right to decide to transfer the Vice Chairman of the Commune People's Committee.
