Additional allowances for those who value military talent

The Lao Dong Newspaper Legal Consulting Office replied:

Article 11 of Decree 363/2025/ND-CP regulating policies on attracting and employing talents for the Vietnam People's Army (effective from December 31, 2025), stipulates policies on additional allowances for subjects employing talents as follows:

1. Graduates trained at military schools, non-military schools and abroad with excellent grades are conferred the rank of officer or salary and promotion to professional military rank, and are entitled to a maximum monthly increase allowance equal to 250% of their current salary (including: salary according to military rank, position, title, rank, salary allowances according to the provisions of law) for a period of 05 years from the date of the decision of the Minister of National Defense applying the talent appreciation policy.

2. Officers, professional soldiers, defense civil servants, workers and defense officials from the date of the decision of the Minister of National Defense on applying the talent appreciation policy, will receive a monthly allowance increase to 400% of their current salary (including: salary according to military rank, position, title, rank and salary allowances according to the provisions of law).

3. In case of receiving higher additional allowances, specifically:

a) For professors and associate professors who preside over advising and proposing policies and solutions or have breakthrough scientific research works in strategic fields, national or international focuses applied to practice with high efficiency; Minister-level Chief Architects and Project Chief Architects equal to 550% of current salary;

b) For people with doctoral degrees, level II specialists, level II pharmacists, experts, managers, and business administrators when presiding over consulting and proposing policies and solutions or having breakthrough scientific research in strategic fields, national or international focuses, to be applied to practice with high efficiency equal to 500% of current salary;

c) For those with a master's degree, a level I specialist, a level I specialist pharmacist, when presiding over consulting and proposing policies and solutions or having breakthrough scientific research works in strategic and national or international fields or fields, it will be applied to practice with high efficiency equal to 450% of current salary;

d) Special cases working in key military fields that are not subjects in Points a, b and c of this Clause shall receive an additional allowance equal to 450% of their current salary.

4. In addition to the additional allowance in Clauses 1, 2 and 3 of this Article, the Minister of National Defense shall base on the results of the annual task implementation assessment through the quantity, quality and progress of the product/work to decide to increase the allowance from 50% to 100% of the current salary for individuals with outstanding achievements.

Thus, from November 31, 2025, the policy on additional allowances for talented subjects for the Vietnam People's Army is regulated as above.
