The contents that are required in the civil servant rotation plan from July 1, 2025 are based on Decree No. 170/2025/ND-CP.

Article 45 of Decree No. 170/2025/ND-CP (effective from July 1, 2025) stipulates the civil servant rotation plan as follows:

1. Based on the planning, requirements for tasks and abilities, strengths of civil servants, competent authorities will develop a plan for rotating civil servants in leadership and management positions under their management, and submit it to competent authorities for decision on rotation for approval. The rotation plan includes the following contents:

a) Number, demand, position, and rotating title;

b) Forms of rotation;

c) rotation area;

d) rotation period;

d) Necessary regimes and policies to ensure implementation;

e) Proposed plan to arrange civil servants after rotation;

g) Time to start implementing the rotation plan.

2. Based on the approved plan, the competent authority will make a list of civil servants in charge of leadership and management of rotation, propose specific implementation measures for each case and carry out rotation.
