3 subjects of civil servant rotation from 1.7.2025
The three subjects rotated civil servants from July 1, 2025 based on Decree 170/2025/ND-CP.
Article 42 of Decree 170/2025/ND-CP (effective from July 1, 2025) stipulates as follows:
Article 42. Subjects and scope of rotation
1. Subjects of rotation:
a) Civil servants in leadership and management in the planning of agencies and organizations;
b) Civil servants in leadership and management positions who are not allowed to hold more than two consecutive terms in a locality or agency as prescribed;
c) Leaders and managers who are not assigned to localities according to regulations.
2. Based on the requirements of tasks, planning, and plans for the use of civil servants and public employees in leadership and management routed in the system of agencies of the Communist Party of Vietnam, the State, the Vietnam Fatherland Front, and socio-political organizations.
3. The rotation of titles is implemented according to the policy of the Party and the competent authority.
Thus, there are 3 groups of subjects of civil servant rotation:
- Civil servants in leadership and management in the planning of agencies and organizations;
- Civil servants in leadership and management positions who are not allowed to hold more than two consecutive terms in a locality or agency as prescribed;
- Civil servants in leadership and management positions who are not assigned to localities according to regulations.
