Article 5 of the Regulations on evaluating and classifying quality according to work performance for cadres, civil servants, public employees, and workers at agencies and units in Ho Chi Minh City (effective from October 8, 2025) stipulates the basis for evaluation as follows:
The consideration, evaluation and classification of the quality of cadres, civil servants, public employees and workers must be based on the following bases:
1. Functions and tasks of agencies and units.
2. The job description and job position capacity framework have been approved by competent authorities.
3. Results of performing tasks of cadres, civil servants, public employees, and workers according to the plan, work program, and assigned ad hoc tasks.
4. Results of monitoring, evaluating leaders and inspection and supervision of competent agencies, reflections of organizations and individuals on cadres, civil servants, public employees, and workers in performing their tasks.
5. Results of the survey on people and businesses' satisfaction with agencies, units and related cadres, civil servants, public employees and workers in performing their tasks and public duties.
6. Results of handling people's feedback and recommendations through official information channels of competent authorities.
Thus, the assessment and classification of quality according to work performance for civil servants, public employees, and workers in Ho Chi Minh City is based on the above.
