How are primary school teachers ranked in salary?

Article 11 of Circular No. 31/2026/TT-BGDDT of the Ministry of Education and Training stipulates the code, appointment of titles and salary ranking for teachers in public educational institutions (effective from April 14, 2026) stipulates the appointment of titles and salary ranking for primary school teachers as follows:

1. Civil servants appointed to the title of primary school teacher specified in Clause 6, Article 2 of this Circular shall apply the corresponding salary scale issued together with Decree No. 204/2004/ND-CP, specifically as follows:

a) Grade III - Code V.09. 02. 09, the salary coefficient of type B public employees is applied from salary coefficient 1.86 to salary coefficient 4.06;

b) Grade II - Code V.09. 02. 10, the salary coefficient of civil servants type A1 is applied from salary coefficient 2.34 to salary coefficient 4.98;

c) Grade I - Code V.09. 02. 11, the salary coefficient of civil servants type A2, group A2. 2 is applied from salary coefficient 4.00 to salary coefficient 6.38.

2. Public employees who have been appointed to professional education professional titles according to the regulations of the Minister of Labor, Invalids and Social Affairs are appointed to corresponding titles according to the provisions of Clause 6, Article 2 of this Circular as follows:

Appointment to rank III - Code V.09. 02. 09 for vocational education teachers (rank IV) - Code V.09. 02. 09 and the salary coefficient of type B public employees is applied from salary coefficient 1.86 to salary coefficient 4.06.

Clause 6, Article 2 of Circular No. 31/2026/TT-BGDDT stipulating codes, title appointments and salary rankings for teachers in public educational institutions (effective from April 14, 2026) stipulates the teacher title code in public educational institutions as follows:

6. Primary teacher title

a) Grade III - Code V.09. 02. 09;

b) Grade II - Code V.09. 02. 10;

c) Class I - Code V.09. 02. 11.

Thus, from April 14, 2026, primary school teachers will be ranked according to the above regulations.
