Value of the Certificate of Completion of the High School Education Program

Clause 9, Article 1, Law amending and supplementing a number of articles of the 2025 Education Law (effective from January 1, 2026) stipulates the amendment and supplementation of Article 34 of the 2019 Education Law as follows:

Article 34. Confirming the completion of the primary, secondary, high school education program and the issuance of high school graduation certificates

1. Students who have completed the primary education program or the secondary education program and meet the conditions prescribed by the Minister of Education and Training will have their transcripts confirmed by the school principal for the completion of the primary education program or the secondary education program.

2. Students who have completed the high school education program and meet the conditions prescribed by the Minister of Education and Training are allowed to take the exam, meeting the requirements for the school principal to issue a high school diploma.

In case students do not take the exam or do not meet the requirements, the principal of the school will issue a certificate of completion of the general education program. The certificate of completion of the general education program is used to register for the high school graduation exam when the student has a need or to study vocational education and is used in specific cases according to the provisions of law.

Thus, from January 1, 2026, the Certificate of Completion of the High School Education Program has the above value.
