What policies and regimes will population collaborators enjoy from July 2026?

Article 11 of Decree 168/2026/ND-CP detailing a number of articles and measures to organize and guide the implementation of the Population Law (effective from July 1, 2026), stipulates policies and regimes for population collaborators as follows:

1. Population collaborators are people working in population work in villages, hamlets, hamlets, villages, hamlets, villages, hamlets, residential groups, neighborhoods that meet all standards and perform tasks according to the regulations of the Minister of Health.

2. Population collaborators are entitled to monthly remuneration according to the base salary as follows:

a) The level of 0.5 applies to population collaborators working in: Villages with 350 or more households; particularly difficult villages according to the Decision of the Minister of Ethnic Minorities and Religious Affairs; villages and hamlets in difficult communes according to regulations; residential groups and neighborhoods with 500 or more households;

b) The level of 0.4 applies to population collaborators working in the remaining areas.

3. Based on the situation and conditions of the locality, the Provincial People's Committee decides the number of population collaborators; submits to the People's Council to stipulate the monthly remuneration level of collaborators not lower than the remuneration level specified in Clause 2 of this Article.

4. Village health workers, hamlets, or other collaborators in the area who are also population collaborators are entitled to monthly remuneration for part-time duties as agreed in the contract signed between the parties, the part-time remuneration level does not exceed the monthly remuneration level specified in points a and b, clause 2 of this Article.

Thus, from July 1, 2026, population collaborators will enjoy policies and regimes according to the above regulations.
